SUBJECT: Off-Site Improvements resulting from Settlement
Agreement with Lincoln Property Company.
Introduction
This report transmits a list of off-site improvements suggested
by the community residents to date, and recommends that the
Agency/ Council hold a public hearing to receive additional
community input.
Background
On April 6, 1982 the City Council/Redevelopment Agency directed
the staff to:
1. Enter into a settlement agreement with Lincoln Property
Company;
2. Hold public hearing (s) pertaining to neighborhood concerns
ror off-site amenities and;
3. Complete and obtain City Council approval o£ an off-site
amenities plan responsive to community needs.
Discussion
During some 16 community meetings when the settlement agreement
with Lincoln Property Company was under consideration, the

community residents suggested several of£-site improvement
projects. These included:
A Beach Park
A walking/jogging green belt from the City limits to Bay
Street.
Beach parking lots landscaping and improvement.
Narrowing of Ocean Park Boulevard west of Main Street.
Narrowing and/or closure of Barnard Way.
. Ocean Park. Branch Library improvements including seismic
upgrading, The addition of a community room and a general
refurbishing and upgrading.
The Staff intends to prepare a supplemental list of off-site
improvements including cost estimates, based on testimony given
at the May 4 meeting, and then prepare with assistance from
Consultants, an off-sites improvements plan for public hearing by
the City Council at the July 6th meeting and submittal to the
Coastal Commission.
The plan must meet Coastal Commissions concerns and must be
affordable in terms of capital as well as operating costs. In
addition, a detailed traffic analysis of alternative street
improvement/closures must be completed.

The Key policy parameters - that guide the Staff and the
community's decisions pertaining to off-site projects are the
following:
. Maximize park access and availability to the area residents.
. Park usages compatible with adjacent residential
communities .
Park facilities to serve all age groups.
. Maintenance for coastal access.
Maintenance of obligations for parking.
Minimize .operating costs to the City.
Possible additional revenues from food service to defray
park maintenance costs.
. Balance of visitor and residential interests.
. Minimize traffic impacts on .adjacent streets.
. Maximize green space.
