SUBJECT: Request for Final Tract Map Approval, Tentative Tract Map
DTo. 36639, Six Unit Condominium Conversion, 960 Twenty-
first Street, Vita Markevicius
Introduction
This report recommends denial of a request for a Final Tract Map
for a condominium conversion which has not received approval from
the Rent Control Board.
Background
The Tentative Tract Map was originally approved on March 5, 1979.
The Final Map was filed with the Planning Department on February 8,
1980 but was not presented to the City Council due to the then
existing Council policy that no Final Maps be presented without
Rent Control Board approval.
On February 25, 1980 the Planning Commission extended the Tentative
Tract Map to September 5, 1980 with the added condition that approval
of the Rent Control Board be obtained prior to approval of the Final
Tract Map. No application for Rent Control approval has been filed.
In April 1980 the Council rescinded the policy regarding prior Rent
Control approval.
On August 7, 1980 the applicant wrote to the City Council regarding
approval of the Final Map on the basis that all requirements o£ the
Tentative had been met.....

Recommendation
Inasmuch as the Council policy regarding prior Rent Control approval
was not rescinded until well after the original Tentative expiration
on March 4, 1980 and the extension beyond that date requires Rent
Control approval, it is respectfully recommended that the request
for Final approval be denied for failure to comply with conditions
of the Tentative extension.
