SUBJECT: Award of Professional Services Contract to Lukas Wendel
for Construction Management on Ocean Park Beach
Improvements and Ocean View Park
Introduction
This report recommends the award of a professional services
contract to Lukas Wendel in an amount not to exceed $100,000 for
construction management on Ocean Park Beach Improvements and
Ocean View Park.
Background
The City Council/Redevelopment Agency approved the Ocean View
Park project on September 10, 1985, and the Ocean Park Beach
Improvements project was approved on September 17, 1985. Due
to the complexity of the projects and the lack of adequate City
personnel to provide the required field time on these projects,
funds in the amount of $80,000 for Ocean View Park and $400,000
for Ocean Park Beach Improvements have been approved for
contingencies and construction management services.
Staff received three proposals to provide construction management
services as follows:
Psomas and Associates
Tierra Engineering Company
Lukas Wendel

After reviewing the proposals, staff is recommending that the
contract be awarded to Lukas Wendel for the following reasons:
- Mr. Wendel's performance of construction management
services for the City on the Transportation Facility
Expansion project ($8.3 million) has been outstanding.
- Mr. Wendel is a registered Civil Engineer and has
also demonstrated expertise in the electrical,
mechanical and architectural fields
- Mr. Wendel's proposed rates were less than those
included with the other two proposals
Budget/Financial Impact
Ocean View Park
Funds in the amount of $80,000 have been encumbered
under Account No. 01-720-263-000-904 for contingencies
and construction management services. Approximately
$25,000 will be used for construction management.
Ocean Park Beach Improvements
Funds in the amount of $400,000 have been encumbered
under Account No. 01-720-263-000-906. Approximately
$75,000 will be used for construction management.
Recommendation
It is recommended that the City Council approve a professional
services contract to Lukas Wendel in an amount not to exceed
$100,000 for construction management for Ocean View Park and
Ocean Park Beach Improvements.
