Swain, Director of Public Works Subject: Pier Dry Standpipe and Sprinkler System Repair Project Contract Recommended Action Staff recommends that the City Council: 1) Authorize the City Manager to negotiate and award a contract to Aztec Fire Protection, Inc in the amount of $211,540 plus a 10% contingency of $21,154 for a total amount not to exceed $232,694; 2) Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority. Executive Summary The Pier Dry Standpipe and Sprinkler System Repair Project will install a new dry standpipe system to enhance fire protection at the Santa Monica Pier and repair deficient portions of the existing fire sprinkler system beneath the Pier. The work to be performed was recommended in the Pier Infrastructure Assessment Study completed in 2008. Contract actions include award of a construction contract to Aztec Fire Protection, Inc. Funds in the amount of $232,694 for this project are available in the Pier Fund. Discussion On April 10, 2007, the City Council authorized a professional services agreement with Moffatt & Nichol to prepare the Santa Monica Pier Infrastructure Assessment Study (Study): The Study examined existing conditions, provided various upgrade studies, recommended a future urban design program, and provided cost estimates and implementation phasing for capital improvements over aten-year period. This report recommends awarding a construction contract to implement fire protection upgrades recommended in the Study, including the installation of a new dry standpipe 1 system to supplement the fire hydrants already in place and correcting deficiencies, such as blocked sprihkler heads and inadequate structural support of the existing fire sprinkler system beneath the Pier. Contractor Selection On November 16, 2009, the City issued a Request for Bids for construction of the Dry Standpipe and Sprinkler System Repair Project on the City's online bidding system. A total of fourteen prospective bidders requested bid documents and four sealed bids were received by the City Clerk's office and publicly opened on December 11, 2009, by a representative from the City Clerk's office. The bid results are as follows: Company Name Bid Amount Aztec Fire Protection, Inc. $211,540 Millennium Generation, Inc. $257,500 T. Majich & Sons, Inc. $265,000 Gamma Builders, Inc. $361,900 Staff recommends awarding a construction contract to Aztec Fire Protection, Inc. based on the cost and quality of services offered and experience with similar projects. Aztec Fire Protection, Inc. supplied the City with a list of similar projects, including the installation of fire protection systems for the University of California, Irvine and the Los Angeles Unified School District. Staff contacted the references for these projects who reported that the contractor's work was completed in a timely and cost efficient manner while maintaining consistent quality. The State Contractors' License Board also verified that the company's license is current, active, and in good standing. Public Outreach Public outreach and construction management of this project will be provided by City staff. The outreach process will consist of public notifications on the scope of the project, potential impacts, schedule, and periodic project updates. 2 Environmental Analysis The proposed project is a minor alteration to the existing -Pier facility that will not result in any expansion of the existing use. Therefore, the project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15301 [Existing Facilities], Class 1(f) of the CEQA Guidelines. Financial Impacts & Budget Actions The contract to be awarded to Aztec Fire Protection, Inc. is $211,540 plus a 10% contingency of $21,154 for a total of $232,694.
