Peter, Director of Human Resources Subject: Amendment to the Memorandum of Understanding with the Supervisory Team Associates Recommended Action Staff recommends that Council. adopt the attached Resolution authorizing the City Manager to execute an amendment to the Memorandum of Understanding (MOU) between the City of Santa Monica and the Supervisory Team Associates (STA) to provide a $100 per month bonus for obtaining and retaining an Emergency Medical Dispatch (EMD) certificate, to the newly re-established Communications Center Supervisor -Fire classification. Executive Summary The current. Memorandum of Understanding between the City and STA expires June 30, 2010. The Fire Communications Center was re-established and became operational in October, 2009. The bonus given to the Communications Center Supervisor -Fire was removed from the current MOU during contract negotiations because the service had been moved to Los Angeles City Fire Department. This amendment will re-establish the bonus to give the Communications Center Supervisor - Fire parity with the Communications Center Supervisor -Police. Cost of the additional pay will be $1,200 annually. Discussion During contract negotiations with the Supervisory Team Associates in spring of 2008 the classification of Communications Center Supervisor -Fire was removed from the current Memorandum of Understanding since the classification no longer existed as a result of the Fire dispatch function being operated by Los Angeles City Fire Department. In January 2009, at Council direction, the City of Santa Monica Fire Department began preparation tore-assume the dispatch operation. The classification of Communications Center Supervisor -Fire was re-established. The re-established classification required that the Supervisor obtain and maintain an Emergency Medical Dispatch certification. 1 Currently, the MOU with the Supervisory Team Associates does not include a bonus for the classification, as the position did not exist when the current MOU was crafted. However, the MOU provides for a bonus for a similar certification for the Communications Center Supervisor -Police. This modification will insure that the Communications Center Supervisor classifications have parity with each other. Since the position has been filled and the current MOU does not list the classification, a modification to the current MOU is needed to provide the bonus. Financial Impacts & Budget Actions The bonus is a flat dollar amount of $100 per month. There is one employee in the classification: For FY 2009-2010 the cost will be $500. Thereafter the annual total will be $1,200. The Fire Department will absorb the cost of the bonus. Prepared by: Donna C.
