Subject: Adoption of Resolution Authorizing City Action on Grants Awarded through
the Los Angeles County Metropolitan Transportation Authority (Metro)
2009 Call for Projects Grant Program.
Recommended Action
Staff recommends that the City Council adopt the attached resolution authorizing the
City Manager to act on behalf of the City of Santa Monica on matters associated with
the administration and implementation of five grants awarded to the City of Santa
Monica through the Metropolitan Transportation Authority's (Metro) 2009 Call for
Projects.
Executive Summary
The Los Angeles County Metropolitan Transportation Authority (Metro) held a "Call for
Projects" in early 2009. Historically, the Call for Projects has been one of the City's best
opportunities to compete for Federal, State and County transportation funding. Five
City applications were awarded funding. A total of $9,749,245 grant funding was
approved by the Metro Board for these projects, with a City local match obligation of
$6,255,067.00. The obligation of local match funding from various non-general fund
sources will be considered as part of future fiscal year budgets.
Discussion
The City submitted seven projects and supported the one project submitted by Los
Angeles County. At its September 24, 2009 meeting, the Metro Board of Directors
approved the final funding recommendations for the 2009 Call for Projects, including
five City projects.
The City's funded applications are summarized below with local match requirements
and the funding fiscal year.

Bike Network Linkages to Exposition Light Rail (FY 12-13 through 14-15)
Grant Amount Approved: $2, 057,488
Local Match Obligation: $1,371,659
Description:
This project would create bike network enhancements to support the Exposition
Line. Project components include: increased safety and convenience with signal
detection, highly visible lane markings and new bike racks. The timing of this
project is planned for completion prior to the commencement of rail operation.
Colorado Pedestrian Promenade: LRT Station to Pier/Beach (FY 13-14 through 14-151

Description:
This project would create a pedestrian promenade on Colorado Avenue between
the Expo light rail terminus station at 4th Street and Ocean Avenue to provide
pedestrian connections from the station to Downtown, the Civic Center area, the
Pier and the beach.
'No Net New Trips' Rideshare Toolkit (FY 11-12 through 12-13)

Local Match Obligation: $305,482
Description:
This project would develop a "TDM (Transportation Demand Management)
toolkit" that is planned to include online multi-modal mobility information, bike
accommodations, walking-rolling carts, bike lockers and incentive programs for
employers, schools and neighborhoods.
Replace Diesel 40-Foot Buses with Alternative Fuel Buses (FY 12-13)

Local Match Obligation: $850,633
Description:
This project would replace ten 40-foot diesel transit vehicles that have exceeded
theiruseful lives in age and mileage with alternative fuel vehicles for fixed route
service.

Santa Monica Multi-Modal Travel & Parking System (FY 11-12 through 13-14)
Grant Amount Approved: $664,150
Local Match Obligation: $442,766
Description:
This project would create amulti-modal online system that includes trip planning
tools, real-time traveler information systems, parking reservation capability,
dynamic signage, and static signage.
Financial Impacts & Budget Actions
Local match funding will be considered as part of future fiscal year's budget priorities.
Staff preliminarily identified potential sources from existing capital accounts,
Propositions A and C local return funds, and local entitlement funds, such as STP-L
and, in the case of the Colorado Pedestrian Promenade project, redevelopment funds
already designated. Staff currently does not anticipate requiring General Fund sources
for these future projects; if funds are needed from the General Fund these projects will
need to be prioritized among all other General Fund requests.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO ACTON BEHALF OF THE CITY OF
SANTA MONICA ON MATTERS ASSOCIATED WITH THE ADMINISTRATION AND
IMPLEMENTATION OF THE VARIOUS GRANT FUNDED PROGRAMS AWARDED
THROUGH THE METROPOLITAN TRANSPORTATION ADMINISTRATION
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica does hereby authorize the
City Manager to act on behalf of the City of Santa Monica on matters associated with
grants awarded through the 2009 Metropolitan Transportation Administration 2009 CaII
for Projects.
SECTION 2. The City Clerk shall certify to the adoption of this resolution, and
thenceforth and thereafter the same shall be in full force and effect.
