Services at Annenberg Community Beach House
Recommended Action
Staff recommends that City Council award Bid# 2988 to Alltech Protective Services, Inc.
for security services at the Annenberg Community Beach House for a three and a half
year term. The estimated expenditure amount for the remainder of fiscal year 2009/10
is $61,000. The estimated annual expenditure amount for each year thereafter is
$146, 000.
Executive Summary
This report recommends the award of a bid to Alltech Protective Services, Inc. for
security services at Annenberg Community Beach House with three one-year renewal
options offered by the vendor at a percentage increase equal to the increase in the
City's Living Wage. The estimated expenditure for the balance of this fiscal year is
$61,000. The total estimated expenditure for the three and a half year. term is
$500,000, subject to Living Wage increases.
Discussion
The service is required pursuant to the conditions of approval for the project adopted by
the City Council on Mav 25, 2006 which require the City to provide on-site personnel
year-round including night-time security staffing.
Vendor Selection
In September 2009, the City published Notices Inviting Bids to provide security guard
services at the Annenberg Community Beach House in accordance with City
specifications. The Bid was posted on Planet Bids and notices were advertised in
accordance with City Charter and Municipal Code provisions. Thirty two bids were
received and publically opened on October 14, 2009, per attachment A.

Vendor interviews were conducted with four companies, three of which provided the
lowest pricing. Upoh completion of vendor interviews, California Panther Private
Security, the lowest bidder, and Barry's Security Services Inc., the second lowest
bidder, were eliminated due to their inability to demonstrate a clear understanding of the
City's customer service expectations. The third lowest bidder, All Tech Protective
Services, provided a clear understanding of the scope of service and provided an
impressive customer service philosophy, along with excellent references. The fourth
and highest bidder, .Professional Security Consultants, was eliminated based on the
cost exceeding the available funds allocated for this service.
Bids were evaluated based on the ability to meet specifications, pricing, experience,
interviews, and references. Based on these criteria, All Tech Protective Services is
recommended award of Bid #2988 to provide security guard services at the Annenberg
Community Beach House in the amount of $500,000 for a three and a half year term.
Financial Impacts & Budget Actions
Funds of $61,000 for security services are available in account 24523.555010. Funding
for subsequent years will be included in the corresponding annual proposed budget.
