Subject: Public Parking Structure Artwork Fabrication Contracts
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to execute a contract with Ball Nogues
Design LLC for the fabrication of the public artwork to be installed on
the east facing shear wall of Parking Structure 7 in an amount not to
exceed $137,000.
2. Authorize the City Manager to execute a purchase order with Winsor
Fireform for the fabrication of the public artwork to be installed on the
west facing shear wall of Parking Structure 8 in an amount not to
exceed $101,200.
Executive Summary
As a part of the City's Percent for Art Program, public art will be incorporated into the
facade improvements for Parking Structures 7 and 8 to be completed in conjunction with
the renovation of the Santa Monica Place. For Parking Structure 7, located on 4m
Street, artists Benjamin Ball and Gaston Nogues (Ball Nogues Design LLC) will
fabricate a sculptural artwork comprised of 300 polished stainless steel spheres. Total
costs are not to exceed $137,000. For Parking Structure 8, located on 2"d Street, artist
Anne Marie Karlsen has created a photographic the mural, which will be fabricated by
Winsor Fireform, for a cost not to exceed $101,200. The artists were selected last year
through a call for artists and their designs have been reviewed and approved by the
Santa Monica Arts Commission and its Public Art Committee.
Discussion
The artists were selected in late 2008 via a Request for Qualifications that was issued in
February 2008. Benjamin Ball and Gaston Nogues are young Los Angeles based
artists who have received tremendous recognition and admiration for their highly
innovative site specific installation work. Recently, their work has been exhibited at the
11tH Venice Biennale and the Los Angeles Museum of Contemporary Art. The artists
worked with a broad group of city staff as well as representatives of Macerich to finalize

the design of the sculpture and ensure that it would be durable, effective and that the
fabrication and installation would be well integrated into the final design process.
Anne Marie Karlsen is a widely renowned and respected artist who has completed
various public art projects including projects for the Metropolitan Transportation
Authority, the City of Los Angeles Cultural Affairs Department and the Culver City
Redevelopment Agency. She has researched various the fabricators that have the
ability to create high resolution photographic imagery the and found that Winsor
Fireform's unique firing process achieves her aesthetic intent and produces a more
durable the that is resistant to fading and scratching.
Commission Action
In June 2008, the Public Art Committee approved the selection panel's recommendation
and Anne Marie Karlsen's final design. The Arts Commission approved the artists and
their design concepts the following month, in July 2008. The Ball Nogues final design
was approved on November 19, 2009.
Financial Impacts & Budget Actions
Ball Nogues Studio fabrication costs are not to exceed $137,000. Winsor Fireform
fabrication costs are not to exceed $101.200. Funds for both contracts are available in
the Redevelopment Percent for Art funds (C170081.589000). Subsequent annual
maintenance of the artwork will be taken from the General Percent for Art fund
(M010081.589000).
