Swain, Department of Public Works Subject: Interim Library Demolition Contract Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with AMPCO Contracting Incorporated in the amount of $231,000 (includes a 10% contingency) for demolition services of the Interim Library building. Executive Summary On March 3, 2009, City Council approved a budget of $400,000 to demolish the structure at 1324 5th Street, which served as the Interim Library. The City issued a Request for Bids and received 10 bids for demolition and associated design and construction services. AMPCO is recommended to perform the demolition. Funds in the amount of $231,000 are available in the capital improvement program budget. Background The building at 1324 5th Street was leased by the City from March 2003 to December 2005 for use as the interim library while the Main Library was under construction. In 2007, the City purchased the building which had been vacant since 2005 except for its use as a storage space. In March 2009, City Council approved a $400,000 budget for demolition of the building and resurfacing of the site for parking. Discussion The building is in an extreme state of deterioration and has a toxic interior environment consisting of asbestos, lead, mercury and dangerous levels of molds and fungus which must first be abated safely before the building contents may be removed and the structure can be demolished. This work is being done under separate contract prior to demolition. 1 A demolition permit was filed on October 27, 2009. On November 9, 2009, the Landmarks Commission reviewed the status of the building and determined that the building is not a candidate for landmark designation. Consultant Selection On November 16, 2009, the City issued a Request for Bids (RFB) for demolition services and advertised on the City's website and the Santa Monica Daily Press. Ten bids were received. Staff reviewed the proposals based on selection criteria which included fees, direct experience on similar projects, record of performing public sector work, hourly rates for services, understanding of the project's scope, approach to the work, qualifications of proposed staff, and scheduling of project activities. Following review of responses to the RFB, staff recommends AMPCO based on their clear understanding of the project, track record of projects of a similar size and scope, low bid and excellent references. Financial Impacts & Budget Actions Funds in the amouht of $231,000 are available in 0172001.589000, Demo/Rehab City Property, to demolish the building and resurface the 7,500 sq.ft. area as a parking lot.
