sr-020910-1e~~~ ;tYp, City Council Report Santa Monica City Council Meeting: February 9, 2010 Agenda Item: 1 "- E To: Mayor and City Council From: Carol Swindell, Director of Finance Subject: Resolution to Allow Overnight Beach Parking On March 20-21, 2010 for L.A. Marathon Participants. Recommended Action Staff recommends that the City Council adopt the attached resolution authorizing overnight parking in South Beach Lots 4 & 5 between March 20 and 21, 2010 for L.A. Marathon participants who pre-purchase passes. Executive Summary The 2010 Los Angeles "Stadium to the Sea" Marathon will be held on Sunday, March 21, 2010 with an estimated 25,000 participants plus their families and spectators. The race -ends on Ocean Avenue near Colorado with post-race activities and family reunion area in North Beach Lot 1. On that day, parking will be challenging and staff has developed a recommended operations and parking scheme which will provide limited guaranteed parking for approximately 5,000 race participants while preserving the remainder of the parking for marathon spectators, family members and others coming to Santa Monica. On January 26, 2010, Council adopted changes to the Santa Monica Municipal Code that allows for overnight parking at beach lots for attendees of a regional event, provided Council adopts a resolution determining that allowing the overnight parking furthers the interest of the City. That proposed resolution is attached and staff recommends Council approval. Background At its Julv 28, 2009 meeting, Council expressed support for a proposal for the 2010 Los Angeles Marathon and directed staff to bring back necessary actions to accommodate the proposed race route and post-race activities in North Beach Lot 1, adjacent to the Pier. On September 22, 2009, Council adopted changes to the Community Races Ordinance relating to marathons and the commercial use of the beach lot for the post race activities. On January 26, 2010, Council adopted changes to the Santa Monica Municipal Code that allow for overnight parking at beach lots for attendees of a regional event, provided Council adopts a resolution determining that allowing the overnight parking furthers the interest of the City. 1 Discussion The 2010 Los Angeles Marathon will occur on Sunday, March 21, 2010 and will conclude on Ocean Avenue in Santa Monica. The Marathon is expected to attract approximately 25,000 participants plus spectators, volunteers and family members. Race organizers are working to identify parking locations throughout Santa Monica for participants to park. Participants will arrive between 2:00 a.m. and 6:00 a.m. and vvill be bused from Santa Monica to Dodger Stadium, the race starting line. On January 26, Council approved a parking plan that set aside approximately 5,000 parking spaces for race participants and left the remainder for spectators or others coming to Santa Monica on race day. Primarily, the larger lots throughout the City were identified as presale locations because of their capacity; the ability to minimize the number. of additional staff needed and the amount of extra equipment to scan the passes purchased online; and to facilitate communication to pass holders. South beach lots 4 and 5 were identified as presale locations due to their size and location. North beach lot 1 will be closed and used for post-race festivities. In order to allow for the presale of parking in south beach lots 4 and 5 for this regional event, it is necessary for Council to adopt the attached resolution. Financial Impacts.& Budget Actions There are no budget or financial impacts as a result of adopting the resolution. Costs for enhanced operations by the City's parking contractor, Central Parking, to support the event are estimated at $10,500 and are anticipated to be recovered from the revenue generated from the overnight race parking rates estimated at $60,000. The cost of the additional equipment and technology for the pre-sale parking will be covered by a $2 service fee per ticket paid by the purchaser.
