sr-112409-1dc'~r c;tror City Council Report Santa Monica City Council Meeting: November 24, 2009 Agenda Item: 1-D To: Mayor and City Council From: Jim Hone, Fire Chief Subject: Contract with Kovatch Mobile Equipment (KME) Fire Apparatus to Furnish and Deliver Four Fire Pumper Vehicles Recommended Action It is recommended that the City Council authorize the City Manager to negotiate and execute a contract with Kovatch Mobile Equipment (KME) to furnish and deliver four fire pumper vehicles for the Fire Suppression Division of the Fire Department, in the total amount of $2,199,969.30, including applicable-sales tax. Executive Summary The Fire Department Emergency Vehicle Replacement Program was set up to assure the ability to purchase fire vehicles as needed. Most fire apparatus are used as front line equipment for 10 years at which point they are replaced, putting them into reserve. status for an additional 10 years. Three of the fire pumpers identified for replacement have been in service for 15 years and one for 10 years. It is no longer cost effective to maintain these vehicles as front line apparatus. Four new diesel-powered fire pumpers will replace these vehicles and place them into reserve status. The total cost to purchase these four pumpers is $2,199,969.30, Background The four diesel-powered fire pumper vehicles will be used by the Fire Department for emergency response to .carry personnel, hoses, ladders, and water to fires and/or other emergencies. This request provides for the replacement of three 1994 and one 1999 fire pumper vehicles that are no longer cost effective to maintain as front line apparatus and are part of the Fire Department Emergency Vehicle Replacement Program. The four. fire pumpers being replaced will be moved into reserve status where their use is estimated at 10 years. The purchase of the diesel-powered emergency response vehicles complies with the City's reduced emission policy. 1 Discussion On September 9, 2009 the City published a Notice Inviting Request for Proposal's (RFP's) to provide Fire Protection Equipment. Bid forms were emailed to five vendors, posted on Planet Bids, and notices were advertised in accordance with City Charter and Municipal Code provisions. Responses were due on October 19, 2009 by 5:00 PM. Two formal bids were received, one from Boise Mobile- Equipment (BME) and the other from Kovatch Mobile Equipment (KME). BME was disqualified based on not meeting the bid specifications. Specifically, the RFP required the bidder to manufacture the chassis and body. BME proposed building only the apparatus body ahd using a different manufacturer's chassis. The bid by KME is accepted as the best bid as it meets all specifications. Financial Impacts & Budget Actions Sufficient funds for this. purchase are available in the Capital Improvement Budget account number 0010170.589000 "Fire Vehicle Replacement Program". The price indicated above takes advantage of apre-payment discount of 4.5% for a period of 270 days-and includes a performance bond. It should be noted that the cost of the apparatus does not include communications or loose equipment; these costs will. be identified when the equipment is procured.
