OCTOBER 6, 2009 -SPECIAL MEETING
A special meeting of the Santa Monica City Council was called to order by Mayor Genser at 6:05
p.m., on Tuesday, October 06, 2009, at City Council Chambers, 1685 Main Street.

Councilmember Bobby Shriver (arrived at 6:25)
Also Present: City Attorney Marsha Jones Moutrie
City Clerk Maria M. Stewart
CONVENE/PLEDGE On order of the Mayor, the City Council convened at 6:05 p.m., with
Councilmember Shriver and Mayor Pro Tem O'Connor absent. Dean
Kubani, Environmental Programs Manager, led the assemblage in the
Pledge of Allegiance.
MARINE PROTECTION Motion by Councilmember McKeown. seconded by Mayor Genser, to
AREAS hear Item 13-A before Closed Session. The motion was approved by
acclamation.
13-A: Request of Councilmember McKeown to authorize the Mayor
or City Manager to write a letter to the California Marine Life
Protection Act Initiative Blue Ribbon Task Force in support of the
environmentally oriented proposal known as "Map 3," establishing
Marine Protection Areas along the Southern California coast, was
presented.
Councilmember Shriver Members of the public Charlotte Stevenson and Tom Ford spoke in
arrived at 6: 25 p. m. support of the proposal.
Discussion ensued as to whether this item should be continued because,
October 6, 2009
since this item was added late, members of the public may not have
received timely notice to appear to comment, or whether the timeliness
involved requires action to be taken now.
Motion by Councilmember McKeown, seconded by Councilmember
Davis, to approve request.
Substitute Motion by Councilmember Bloom, seconded by
Councilmember Holbrook, to continue Item 13-A to the next regular
council meeting on October 13, 2009. The substitute motion failed by
voice vote with three votes in favor and three votes in opposition, and
Mayor Pro Tem O'Connor absent.
Mayor Genser suggested the main motion be amended to include
direction to send a representative to the scheduled meeting by the Blue
Ribbon Task Force. The suggestion was accepted as a friendly motion by
the maker and seconder.
The main motion, as amended to send a representative to the hearing, was
approved by the following vote:
AYES: Councilmembers Holbrook, Davis, McKeown,
Mayor Genser
NOES: Councilmember Bloom, Shriver
ABSENT: Mayor Pro Tem O'Connor
CLOSED SESSION: Member of the public Denise Barton commented on the City Attorney's
performance.
On order of the Mayor, the City Council recessed to hear closed sessions
at 6:42 p.m., at which time Mayor Pro Tem O'Connor reported in via
teleconference from 2720 W. 83rd Street, Chicago, Illinois.
On order of the Mayor, the City Council reconvened at 10:22 p.m., to
report the following:
2-A: Public Employee Evaluations.
Title of Employees: City Attorney, City Clerk
ACTION: Heard. No reportable action taken.
ADJOURNMENT: On order of the Mayor, the Special City Council meeting was adjourned

at 10:22 p.m.
