Subject: Acceptance and Appropriation of FY 2008 State Homeland Security Grant
Program and Urban Area Security Initiative Grant Funds
Recommended Action
Staff recommends that City Council authorize the City Manager to execute the related
grant agreements to accept the no-match FY 2008 State Homeland Security Grant
Program (SHSGP), and 2008 Urban Area Security Initiative (UASI) grant funds,
authorize budget changes to appropriate funding in expenditure accounts, and establish
revenue accounts for receipt of reimbursements.
Executive Summary
The SHSGP and UASI grant programs provide no-match grant funding for costs
associated with updating and implementing each. State's Homeland Security Strategy
(SHSS) and to enhance the capability of local agencies to prevent and respond to
threats and/or incidents of terrorism. The City will receive $56,043 in 2008 UASI funds,
and $90,333 in 2008 SHSGP funds for Urban Search and Rescue and Hazardous
Materials training in direct support of overall regional security goals.
Discussion
As a result of the terrorist attacks of September 11, 2001, the U.S. Department of
Homeland Security through the Office for Domestic Preparedness has provided
financial assistance to state and local governments through no-match grant programs.
The UASI and SHSGP grant programs were created to support large "core" cities and
other cities with contiguous borders to the core city. The grants are 100% federally
funded from the Department of Homeland Security to the State of California. The City
of Los Angeles acts as the core city for the homeland security grant programs and allots
funds to Santa Monica.

The Santa Monica Fire Department serves as the point of contact for the U.S.
Department of Homeland Security and coordinates with other city departments to
address the homeland security needs of the City of Santa Monica.
The City of Santa -Monica has directly received approximately $4.2 million of
Department of Homeland Security no-match grant funding since 2001. These funds
have purchased necessary equipment, supplies and training in direct support of overall
regional goals to promote effective information gathering, sharing and response to
threats and/or acts of terrorism.
The 2008 no-match UASI grant funds will be used for costs associated with training
members in the specialized areas of hazardous materials response, and urban search
and rescue.
Financial Impacts & Budget Actions
The following 2009/10 budget changes are needed to record receipt of the grant funds
and make them available for program use:
1) Establish a revenue budget in the amount of $56,043 at account number
20312.406794 for receipt of 2008 UASI reimbursements.
2) Establish a revenue budget in the amount of $90,333 at account number
20312.406801 for receipt of 2008 SHSGP reimbursements.
3) Appropriate $56,043 in operating account number 20312.555394 for
expenditures associated with UASI training.
4) Appropriate $90,333 in operating account number 20312.555361 for
expenditures associated with SHSGP training.
