Subject: Corporate Yard Master Plan Design Contract
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a professional services agreement with RNL Interplan, Inc., in an amount not to
exceed $230,000, which includes a 10% contingency, for design services of the
Corporate Yard Master Plan.
Executive Summary
A comprehensive Master Plan Report for the Corporate Yard was completed in 2002.
Subsequent changes in user needs, condition of the facilities and space constraints
impair functional use of the Yard and necessitate updates to the Master Plan. The City
solicited Requests for Qualifications for master plan design services and RNL Interplan,
Inc., was selected as the most qualified firm. Funds are available in the Capital
Improvement Program budget.
Discussion
The Corporate Yard Facility has been used by the City since the 1940's and the
divisions within the Yard have outgrown the facility making its functional uses impaired
due to space limitations, updated regulatory requirements and the condition of the
facilities. To access these issues, in 2002 the City engaged RNL Interplan, Inc., to
prepare a comprehensive Master Plan Report that addressed physical reorganization,
renovation, and rehabilitation needs at that time. Subsequently, user needs, space
limitations, updated regulatory requirements and the condition of the facilities have
continued to change requiring significant updates to the Master Plan Report.

Consultant Selection
On August 2, 2009, the City issued a Request for Qualifications (RFQ) for design
services. City staff received nine responses. A selection committee comprised of
representatives from the Public Works, Community Maintenance, and Santa Monica
Fire Departments independently reviewed the qualifications, rating submittals based on
selection criteria including direct experience on similar projects, record performing
public sector work, hourly rates for services, understanding of the project's scope,
approach to the work, qualification of proposed staff, and scheduling of project activities.
Following review of responses to the RFQ, the selection committee convened to discuss
their independent findings and determined RNL Interplan, Inc., to be the most qualified
firm.
RNL Interplan, Inc., has successfully completed in excess of 100 public works,
maintenance, operations and transportation facilities in the USA including master
planning of corporation or maintenance yards in the California cities of Avondale,
Carson, Chula Vista, Hesperia, Irwindale, Livermore, Long Beach, Los Angeles,
Merced, Montebello, Norwalk, Redondo Beach, San Diego, Santa Cruz, Santa Rosa
and Wilmington. Beyond .California, similar work has been completed in Tempe,
Arizona, and Denver, Colorado. The firm's work within the City of Santa Monica
includes the Big Blue Bus Facility Expansion Master Plan, the LNG/CNG Fuel and
Wash Facility for the Big Blue Bus, and completion of the 2002 Master Plan for the
Corporate Yard. The selection committee recommends RNL Interplan, Inc., to provide
design services. RNL Interplan, Inc., has the most. relevant master planning services
experience because of their knowledge of Santa Monica's Corporate Yard, experience
on similar projects and their competitive fee structure. Reference respondents reported
that the firm's work was completed accurately, thoroughly, and efficiently.

Financial Impacts & Budget Actions
Funds in the amount of $230,000 are available in account P014028.589000, Corporate
Yard Master Plan.
