Subject: Civic Center Site Survey Contract Modification
Recommended Action
Staff recommends that the City Council authorize the City Manager-to negotiate and
execute a modification to Professional Services Agreement No. 1833 with Mid-Valley
Engineering in the amount of $67,350 for a total contract amount of $133,760, to
complete all necessary services for the Civic Center site in preparation for the upcoming
Civic Center projects.
Executive Summary
The City entered into a professional services agreement with Mid-Valley Engineering to
perform Phase 1 Site Surveying of the areas comprised of the Civic Center, the new
Light Rail Terminus (LRT) Plaza, the freeway, the Holiday Inn site, the Sears site and
Colorado Avenue. The contract amount for Phase 1 was $66,410 and included the
mapping of all utilities, easements, boundaries and parcels within these areas as well as
an aerial topographic survey. Phase 1 is nearing completion. Phase 2 will entail a
detailed topographic survey of individual components of the overall area which will
become important base documents for all future building on these sites. Phase 2
services will require an additional fee of $67,350 for a total contract amount of
$133,760. Funds are available in the Capital Improvements Program Budget.
Background
On March 30, 2009, the City issued a Request for Proposals (RFP) on PlanetBids for
Site Survey Services for the Civic. Center Project. On April. 13, 2009, a total of 25
surveying firms responded to the RFP. After a thorough review process which. involved
staff from the Department of Public Works, Mid-Valley Engineering was selected as the
best bidder. Mid-Valley offered a superior package of skills and experience to complete
this project, providing a high level of previous surveying, aerial mapping, and civil
engineering experience in projects of this scale and scope. City staff contacted their
reference agencies and all respondents reported that Mid-Valley Engineering's work
was completed in a timely and cost-effective manner while maintaining consistent
quality.
On July 13, 2009 the City entered into a professional services agreement with Mid-
Valley Engineering. The RFP divided the work irito two phases because the timing and
necessity of Phase 2 was unclear. Phase 2 is now required due to multiple projects
related to the Civic Center Specific Plan and the EXPO light rail within the Civic Center
requiring specific data collection and mapping.
Phase 1 work is proceeding and concluding in a timely manner, with Mid-Valley
Engineering providing the City with quality deliverables. The City is now ready to move
forward with Phase 2 of the Site Survey Services for the Civic Center Project. Phase 2
scope of work will include preparation of detailed topographic maps that will become
important working documents for the specific Civic Center projects such as the new
Palisades Garden Walk; the new LRT Plaza, Colorado Streetscape and the McClure
Tunnel extension.
Financial Impacts & Budget Actions
Funds in the amount of $67,350 are available in account 0170772.589000, "Civic
Center Planning and Design."
