Subject: Acceptance of Light Emitting Diode (LED) Lighting Fixtures
Recommended Action
Staff recommends that the City Council approve the acceptance of LED lighting fixtures
from Jenn Feng Industrial Co., Ltd., and authorize participation in the Municipal LED
Lighting Project.
Executive Summary
City of Santa Monica was selected as one of four Cities to participate in the Municipal
LED Lighting Project and to receive a donation of 420 LED lighting fixtures. This project
was undertaken by Jenn Feng Industrial Co., Ltd., in connection with the settlement of
an enforcement action taken on behalf of the U.S. Environmental Protection Agency
under the Clean Air Act. The proposed donation of LED fixtures are to be used as
replacement of existing high pressure sodium fixtures throughout the City and to replace
existing exterior lighting fixtures mounted along the alley sides of City's Parking
Structures 1 though 6.
Discussion
Jenn Feng Industrial Co., Ltd., (Jenn Feng) is a subsidiary of Jenn Feng Group
established in 1975 with headquarters in Taiwan. Jenn Feng produces a range of
products including power tools, lighting, solar and wind power systems. Jenn Feng
established the Municipal LED Lighting Project as a mitigation project and in connection
with a settlement of an enforcement action taken on behalf of the U.S. Environmental
Protection Agency under the Clean Air Act. The City of Santa Monica was selected to
participate and to be the beneficiary of 420 LED fixtures at no cost. Sample fixtures
were provided to the City of Santa Monica, as a demonstration phase, earlier this year.
The Community Maintenance Department installed three demonstration fixtures along
the alley side of Parking Structure 6 and this helped improve the lighting in the alley.

City staff examined proposed LED lighting fixtures and provided input from operations
and maintenance point of view regarding the proposed fixtures.
Jenn Feng is to donate a total of 420 LED fixtures: 255 fixtures will be 60W LED to
replace existing 150W High Pressure Sodium (HPS) streetlight fixtures; 103 fixtures will
be 120W LED to replace existing 250W HPS streetlight fixtures; and 42 streetlight
fixtures will be 120W LED work lights to be used in City facilities such as Parking
Structures 1 through 6. In addition, twenty fixtures will be provided as spare
replacements.
Jenn Feng is to provide the City a demonstration streetlighting fixture in the fall of 2009.
The City will install the demonstration fixture in a select location to assess the lighting
compatibility of the LED luminaries with the existing HPS street lighting and other likely
implementation issues from the installation of the LED luminaries at the selected
location. A list of streetlight fixture locations identified to receive LED luminaries will be
finalized following the demonstration. Subsequently, the project would expand to
proceed to a second phase involving installation of the 400 fixtures. The LED light
installations are proposed to be completed by June 1, 2010.
Benefits of LED lighting versus traditional HPS lighting are environmental, financial, and
operational. LED fixtures consume less energy than HPS fixtures, potentially reducing
energy consumptions by 40%. Thus, greenhouse gas emissions reduction can be
achieved by replacing traditional high pressure sodium streetlights with LED streetlights.
The LED streetlights are expected to have a longer lifetime and less frequent
maintenance will be needed.
Financial Impacts & Budget Actions
The acceptance of LED lighting fixtures would have no immediate budget/financial
impact. The proposed LED lighting fixtures consume approximately 40% less energy
than existing HPS lighting fixtures. There is a projected 40% energy savings for each
replaced streetlight luminary. This translates to estimated ongoing savings of

approximately $13,000 per year, or $200,000 over 15 years. This estimate assumes a
fixed conservative energy cost and a fixture lifespan of 15 years.
Operations and maintenance (O&M) expenses associated with the proposed fixtures
are equal or fewer than existing HPS fixtures. The City currently operates and
maintains existing HPS fixtures at costs between $11 and $39 per fixture. The
proposed LED luminaries will have annual O&M costs of up to $15 per fixture.
Community Maintenance department will install the proposed LED luminaries.
