SUBJECT: Extension of Moratorium on condominium conversions.
ISdTRODUCTION
This report transmits for introduction and adoption
an emergency ordinance extending the moratorium on condominium
conversions, and an ordinance in regular form for adoption.
BACKGROUPdD
This ordinance was previously introduced at the last
City Council meeting of August 28, 1979. However, since only
four councilmembers were present, the ordinance could not be
adopted because Section 615 of the City Charter requires
that an emergency ordinance be passed by at least five
affirmative votes.
Therefore, the Council voted 4 - 0 in favor of introduction
of the ordinance in regular form. Tf the Council chooses
to follow through with this procedure the ordinance swill not
become effective for another thirty days. This would result
in a serious gap because theftor~'tor~isl expired on September 4,
1979. If the Council uses Section 615 the emergency ordinance
will take effect immediately.

The City Council may adopt this emergency ordinance, approve
the second reading of the non-emergency ordinance or reject
both ordinances.
