Introduction
This report transmits a Planning Commission recommendation
that a 20' strip o£ property be rezoned from R1 to R2 to ac-
commodate construction o£ a single family home and a 7 unit
condominium project.
Background
The applicant owns a vacant 120' lot on 29th Street which could
presently be developed. with a 7 unit apartment or condominium on
the southerly 60' and a duplex on the northerly 60' for a.total
o£ 9 units. The applicant requests that the zoning be 'changed
to 80' o£ R2 and 40' o£ R1 to construct 7 condominiums and a
single family home on a 40' portion. The single family home would
be compatible with 6 new single family homes on 40' lots im-
mediately to the north. The Planning Commission has recommended
changing the 20' strip to accommodate the project and has approved
a Tentative Tract Map for the condominiums conditioned on the
Council's approval of the change of zone.
The recommendation is for R2 rather than R2A to preclude possible
extension o£ automobile parking in the event that the proposed
project did not become a reality.

Alternatives
Under Section 9149 of the Municipal Code the City may accept
or reject any recommendation. of the City Planning Commission
on a change of district. The Council may therefore act favor-
ably upon the recommendation and direct the City Attorney to
draft an ordinance to this effect or reject the Commission's
recommendation by tabling it. Disapproval of the zone change
would in effect quash the Tentative Map approval for the 7 unit
condominium requiring the applicant to return to the Commission
with an alternative plan.
Recommendation
It is respectfully recommended. that the Council act favorably
upon the Planning Commission's recommendation by directing the
City Attorney to prepare an ordinance affecting the change and
return it for Public Hearing and consideration at the Septem-
ber 11th meeting.

FINDINGS AND RECOMMENDATION OF THE
SANTA MONICA CITY PLANNING COMMIS-
SION ON AN APPLICATION FOR A CHANGE
OF DISTRICT FROM Rl TO R2.

SECTION 1. An application for a change of district from R1
to R2 having been filed by C. Peter Choate on April 13, 1979
and a public hearing having been. held on July 2, 1979, the
City Planning Commission of the City of Santa Monica hereby
finds as follows:
1. The applicant owns a vacant lot, half of which
is zoned R1 and half R2A which will permit develop-
ment of 9 units.
2. The property immediately to the north is developed
with 6 new single. family homes on 40' wide lots..
3. Development of the property with 7 condominiums
and a single family home on a 40' lot comparable to
those immediately adjoining will permit a more desir-
able development than is presently achievable with
the. existing zoning pattern.
4. Rezoning of the lot to provide 80' of R2 and 40'
of R1 in lieu of the 60' of each is required'by public
necessity, convenience, general welfare and good zoning
practice as required by Section 9149C of Chagrter 1,
Article IX of the Santa Monica Municipal Code`.
SECTION 2. The Planning Commission therefore recommends that
the City Council reclassify that real property legally described
as the southeasterly 20' of the northwesterly 1/2 gf'1ot 43
tract No. 1980 commonly known as 2646 -.29th Street from the
Rl One Family District to the R2 Multiple Residential District.
SECTION 3. The Chairman Pro Tem is authorized to execute these
findings and recommendation and the Secretary to certify to their
adoption following which they shall be forwarded to the City
Council of the City of Santa Alonica for consideration and ,action.
