SUBJECT: Proposed Changes to Section 1110 of the Santa Monica Charter
Introduction
Personnel Board requests City Council approval of proposed
changes to Section 1110 of the Santa P4onica Charter, to be
included on the next public election ballot. A resolution
of the Personnel Board is attached.
Background
A Public Hearing was conducted by the Personnel Board on
February 22, 1978. All employee organizations were-invited
to attend. Representatives of the Police Officers Association
and Municipal Employees Association attended. The Personnel
Board unanimously voted to submit the attached proposed changes
to City Council for approval, and if approved, the Personnel
Board requests that Council include the proposed changes on
the next public election ballot. The major proposed changes
to Section 1110 of the Charter include:

Changing the time period which the City has to supply the
employee with a Statement of Charges from two business
days to ten calendar days.
Clarifying the ten day period which the employee has to
respond to Statement of Charges is accomplished by adding
the word "calendar" in front of the work "days".
Changing the reference to "Clerk" of the Personnel Board
to "Secretary" to the Personnel Board to conform to other
sections and practices.
Eliminating or clarifying references to gender.
Correcting, minor grammatical errors.
