Subject: Measure V Priority Projects
Recommended Action
Staff recommends that the City Council:
1. authorize the City Manager to negotiate and execute a .modification to the
existing Professional Services Agreement with Black & Veatch in an amount not
to exceed $153,000, for a total contract amount not to exceed $503,000, to
provide additional concept studies and expenditure analysis for Measure V
priority projects as requested by the Measure V Citizen's Oversight Committee;
and
2. appropriate $153,000 at account P069011.589000.
Executive Summary
Staff prepared and presented an implementation strategy and concept reports for the
priority projects to the Measure V Citizen's Oversight Committee (Committee) in June
2009. The Committee has requested additional information including concept reports
on several other projects prior to considering support of an implementation strategy for
a watershed capital improvement program funded by Measure V. The proposed
modification to the existing professional services agreement will compensate the
consultant for services associated with the preparation of additional information. Funds
for this contract modification are available for appropriation from Measure V.
Background
The Clean Beaches and Ocean Parcel Tax (Measure V) raises revenues for the
purpose of implementing priority projects identified by the City's Watershed
Management Plan. On September 25, 2007, City Council reviewed and conceptually
approved the proposed phase I plan for use of Measure V funds and directed staff to
proceed with preparation of analysis and recommended actions to borrow capital funds

for proposed Measure V capital projects through issuance of revenue bonds supported
by Measure V revenues. On June 24. 2008, City Council authorized the City Manager
to negotiate and execute a professional services agreement with Black- & Veatch to
develop an implementation strategy for Measure V priority projects, including project
scopes, cost estimates, concept reports and an expenditure scheduling analysis.
Discussion
Over the past year, Black & Veatch has assisted City staff in the development of
Measure V implementation strategies including presentations of their findings,
conclusions and recommendations at several Committee meetings held over the past
seven months. At the June 10, 2009 meeting, the Committee requested the
development of additional project scopes, cost estimates and concept reports to support
a 1-5 year watershed capital improvement program to be presented to the Committee
later this year. The .work will include analyzing alternatives, such as low impact
development, to the projects presented at the June 10th meeting. It is prudent to
completely analyze all potential projects to develop the final implementation strategy.
The proposed modification to the Agreement will provide the information requested by
the Committee. Black & Veatch has the background, expertise and available resources
to continue assisting staff in the development of an implementation strategy for the
Measure V program. Once the implementation strategy has been reviewed and is
supported by the Committee, it will be presented to City Council for consideration.
Financial Impacts and Budget Actions
An appropriation of $153,000 from the Measure V Fund balance to Account No.
P069011.589000 is required.
