Swain, Director of Public Works Subject: Street Resurfacing Project Recommended Action Staff recommends that the City Council authorize the City Manager to amend construction Contract No. 9054 (CCS) with Silvia Construction for the Federally Funded Street Resurfacing Project in the amount of $70,818 plus a contingency amount of 7,082 (10%) for a new not to exceed amount of $685,555. Executive Summary The Federally Funded Street Improvement Project is currently under construction. The project will resurface portions of Fifth Street, Sixth. Street and Santa Monica Boulevard in the downtown area. Due to the uneven and deteriorated condition of the pavement at several locations, staff anticipates additional paving costs in an amount not to exceed $77,900 to add additional asphalt to eliminate irregularities in the existing pavement prior to final paving. Federal funds have been obligated by Caltrans, which will be used to cover 88.53% of this extra cost. The remaining 11.47% will be paid from the General Fund. Background Each year through the Transportation Equity Act, the City receives an annual , entitlement of Surface Transportation Program-Local (STPL) funds. A portion of these funds are set aside for. the maintenance and upgrading of local streets and are reimbursed to the City following projecYcompletion. On April 14. 2009, the City Council approved construction Contract No. 9054 (CCS) with Silvia Construction for the Federally Funded Street Improvement. Project to resurface Fifth and Sixth Streets from Colorado Avenue to Wilshire Boulevard, and Santa Monica Boulevard from Fifth Street to Lincoln. Boulevard utilizing STPL funds. The project is currently under construction. 1 Discussion Sections of Fifth Streef, Sixth Street and Santa Monica Boulevard in downtown have been subjected to significant construction and development activity in recent years including the Main Library, several large condominiums or apartment buildings and other large commercial developments. In certain sections, the condition of the existing pavement has deteriorated to a point where additional asphalt layers are recommended to maximize the long-term serviceability and benefit of the cold-mill and rubberized asphalt overlay originally planned. The additional asphalt layers will provide structural support for deteriorated areas, and smooth-out uneven areas resulting in an improved final roadway. Metered parking will be restored in front of the Main Library after completion of paving. Staff will coordinate the installation of the meters with Transportation Management. The cost for the additional asphalt is expected to not exceed $77,900, of which 88.53% or $68,965 will be reimbursed to the City by Caltrans upon completion of the project from STPL funds already obligated. by Caltrans for this project. The remaining 11.47% or $8,935 will be paid from the General Fund budgeted for street repair and resurfacing. The reimbursement ratio is the maximum available under the STPL program.
