Subject: Tenant Improvements for a New CityTV Facility
Recommended Action
Staff recommends that the City Council:.
1) authorize the City Manager to negotiate and execute a modification to the
Professional- Services Agreement No. 9014 (CCS) with Nonzero Architecture in
the amount of $8,056, for a total contract amount of $206,606, for additional
design services for tenant improvements for the new CityTV facility; and
2) appropriate $8,056 at account 0044018.589000, and release the fund balance
designation Adelphia Settlement (4.345187) by the same amount.
Executive Summary
A professional services agreement with Nonzero Architecture was approved by City
Council in December 2008 in the amount of $198,550 for the tenant improvements for a
new CityTV facility. During the design process, it was discovered that structural
engineering design services would be required. As a result of the added services to
complete the design phase of this project, an additional $8,056 is required. Funds are
available in the Capital Improvements Program budget.
Discussion
On December 2, 2008, City Council approved a professional services agreement with
Nonzero Architecture to provide design and bid preparation document services for the
tenant improvements for the new CityTV facility in an amount not to exceed $198,550,
including a 10% contingency. The 10% contingency approved for the project has been
expended because existing drawings of the storm drain system for the building are
inaccurate and the City had to hire a civil engineer to redesign the system to be
compliant with City requirements. As a result of this unforeseen expenditure,

contingency funds were not available for the additional structural design services
required of the project.
The additional structural design services are related to the mechanical requirements for
the building. It was difficult to determine what the requirements are prior to project
design due to the existing building not having heating and air conditioning systems.
Items that require additional structural engineering services include the construction of
an attic to accommodate the mechanical equipment for the building. In addition,
additional structural engineering services are required due to the installation of large
rooftop mechanical .units in order to condition the TV studio space. Construction of the
attic requires framing of the attic and a stairwell, and installing structural supports at the
existing bearing wall for the door penetrations to access the attic space. Installation of
the rooftop mechanical units requires preparing structural support details for 4" damping
slabs for the units, framing details of large duct penetrations through the roof, and
installing a screen on the roof in order to conceal the new rooftop mechanical units.
Additional funding of $8,056, for a total contract amount of $206,606, is required to
complete the design phase of this project.
Financial Impacts & Budget Actions
An appropriation of $8,056 to account 0044018.589000, CableTV Facility, is required. It
is also necessary to release the fund balance designation Adelphia Settlement
(4.345187) by the same amount to fund the project.
