Jackman, Chief of Police Subject: Approval and Appropriation of $103,805 Grant from the California Office of Traffic Safety. Recommended Action Staff recommends that the City Council: 1) authorize the City Manager to accept a no match grant in the amount of $1:03,805 from the California Office of Traffic Safety in Support of the Selective Traffic Enforcement Program; and 2) make budgetary changes as outlined in the Financial Impact & Budget Action section of this report. Executive Summary In support of the City's efforts to address and reduce further incidence of injury and fatal collisions and to improve our positioning in the California Office of Traffic Safety rankings, the Police Department secured a commitment from the California Office of Traffic Safety. The funds will be used to operate this one-year Selective Traffic Enforcement Program for'best practice' strategies that wil( be conducted on an overtime basis. These strategies are designed to earn media attention thus enhancing the overall deterrent effect. Discussion The City of Santa Monica is approximately eight and one half square miles and is a city of high density, specifically during day-time hours, where a large number of vehicles, pedestrians and bicyclists share the roadways. Santa Monica is also an internationally recognized tourist destination. The program is necessary to enhance our efforts to address and further reduce incidences of injury and fatal collisions and to generally improve traffic safety. 1 Some of the programs that would be newly implemented and/or enhanced are as follows: • DUI/DL Checkpoints and Saturation Patrols • Red Light, Intersection and Speed Enforcement Operations • Motorcycle Safety Enforcement Operations Some of the $103,805 in grant funds will be used to purchase supplies to assist us in making the above referenced operations more efficient and effective. Financial Impacts & Budget Action The following FY2009-10 budget changes will be needed to record receipt of the Office of Traffic Safety grant funding and to make it available for program use: 1. Establish a revenue budget in the amount of $103,805 at account number 20304.408070 2.
