Akins, Director of Community Maintenance Subject: Purchase and Installation of Pier Netting Recommended Action Staff recommends that City Council award Bid #2979 to Bird Busters in an amount of $107,758 to furnish, deliver and install netting underneath the Santa Monica Pier. Executive Summary To meet LA Regional Water Quality Control Board requirements and continue the implementation of the Pier Water Quality Improvement Project, netting needs to be installed underneath the Santa Monica Pier to eliminate or reduce bacterial pollution due to pigeon feces and debris. Resulting from the formal bid process,. Bird Busters is recommended as the best bidder. Funds for this project are available from Measure V. Discussion The Los Angeles Regional Water Quality Control Board has adopted resolutions to address the Total Maximum Daily Loads for bacteria at Santa Monica Bay beaches. To address the concerns associated with bacterial contamination, the City of Santa Monica partnered with Heal the Bay to identify the source of bacteria at Santa Monica beaches. It was found that pigeons were the likely source of fecal bacteria. The elimination of roosting sites underneath the Pier will reduce bacterial pollution due to pigeon feces. In 2008 the City of Santa Monica selected Black & Veatch to evaluate projects that would ensure that bacterial levels are maintained below Los Angeles Regional Water Quality Control Board requirements. Black & Veatch identified netting as one of the most effective and proven methods of bird deterrence for reducing or eliminating a major source of contamination in the sampling locations near the Pier. 1 Vendor Selection In May 2009, the City published Notices Inviting Bids to provide materials, labor and equipment to install netting on the Pier, in accordance with City specifications. Bid forms were posted on Planet Bids and notices were advertised in accordance with City Charter and Municipal Code provisions. Four bids were received and publicly opened on June 17, 2009 as follows: Service Provider Total Price Bird Busters $107,758 Ecolab 142,949 John S. Meek Company, Inc. 167,707 Ecola 198,600 Bids were evaluated based. on ability to meet specifications, competitive pricing, warranty and completeness of bid response.
