Subject: Easements for Construction and Maintenance of Gas Facilities and New
Electrical Facilities at Mountain View Mobile Home Park
Recommended Action
Staff recommends that the City Council:
1) adopt the attached resolution authorizing the City Manager to execute a Grant of
Easement to Southern California Edison for construction and maintenance of
new electrical facilities servicing the Mountain View Mobile Home Park, located
at 1930 Stewart Street; and
2) adopt the attached resolution authorizing the City Manager to execute a Grant of
Easement to Southern California Gas Company for construction and
maintenance of gas facilities servicing the Mountain View Mobile Home Park,
located at 1930 Stewart Street.
Executive Summary
To provide permanent underground electrical and gas service to the Mountain View
Mobile Home Park project, new easements need to be granted to Southern California
Edison and to Southern California Gas Company (Gas Co.). The easement for
Southern California Edison will allow for construction and maintenance of the necessary
underground and aboveground electrical facilities and the easement for the Gas Co. will
allow for construction and maintenance of the gas and appurtenant facilities.
Discussion
The Mountain View Mobile Home Park was built in the late 1940's and its infrastructure
has only been minimally improved since then. The existing overhead electrical system is
insufficient to meet basic demands for current and future mobile home units, and utilizes
fused meter boxes instead of modern circuit breakers. In addition, only a small portion
of the mobile home site is served by natural gas lines, with the majority of residents still

using propane tanks to supply gas for cooking and heating. The park utility and site
improvement project is currently in the final stages of construction. The remaining
construction process requires connection of each individual mobile home unit to the new
electrical system through individual services and meters and permanent gas service
connection for the park and individual trailers.
Prior to connecting and energizing the new electrical facilities, Southern California
Edison requires that the City grant an easement allowing ingress and egress to their
equipment for construction and maintenance purposes. To construct new permanent
natural gas service to the park and mobile homes, the Gas Co. also requires that the
City grant this type of easement. Similar easements have been granted for other City-
owned facilities which required new or upgraded electrical and gas service. There are
two existing Southern California Edison easements, one for the transmission lines
adjacent to the freeway, and one for the overhead facilities within the park. The
transmission line easement will remain and the overhead easement within the park will
be removed after the construction is complete. There were no existing easements
granted to the Gas Co.
Financial Impacts & Budget Actions
The easements are necessary to allow the Gas Company and Southern California
Edison to provide maintenance and repair of the gas and electrical infrastructure within
the mobile home park in the future. There are no future budget or financial impacts
associated with the recommended actions in this report.

property in the County of Los Angeles, State of California, described as follows:

It is understood and agreed that the above description. is approximate only, it being the intention of the Grantor(s) to
grant an easement for said systems as constructed. The centerline of the easement shall be coincidental with the centerline of
said systems as constructed m, on, over, under, across, and along the Grantor(s) property.
This legal description was prepared pursuant to Sec. 8730(c) of the Business & Professions Code.
Grantor agrees for himself, his heirs and assigns, not to erect, place or maintain, nor to permit the erection, placement or
maintenance of any building, planter boxes, earthfiIl or other structures exceptwalls and fences on the above described real
property. The Grantee, and its contractors, agents and employees, shall have the right to trim o; cut tree roots as may endanger
or interfere with said systems and shall have free access to said systems and every part thereof, at al] times, for the purpose of
exercising the rightsherein granted; provided, however, that in making any excavation on said property of the Grantor, the
Grantee shall make the same in such amanner as will cause the least injury to the surface of fhe ground around such excavation,
and shall replace the earth so removed by it and restore the surface of the ground to as neaz the same condition as it was prior to
such excavation as is practicable.

City of Santa Ikloniea, a California municipal corpora#ion, ("Grantor"), 4ereby grants to Southern
California Gas Company, a California corporation, its successors and assigns ("Grantee"). a 10.00
foot in tiddth non-exclusive easement to lay, construct, maintain, operate, repair, replace, patrol,. change
the size of, add to, or remove from time to time, as Grantee deems necessary, one or more pipelines and
conduits, together with metering, measuring, regulating, cathodic protection, communications and other
appurtenances (all- hereinafter referred to as the "Facilities") for the transportation of gas, energy,
communications and other substances (whether or not such substances are transported at any particular
frme), over, under, through, along, and together with the reasonable right of ingress and egress to and from
the easement Facilities and the right to use Grantor's abutting property during construction of the
Facilities, the strip of land located in the City of Santa Monica in County of Los Angeles, California,
described in Exhibit "A" and depicted in Exhibit `B" (together "The Easemenf~ attached hereto, and
made a part of this agreement.
It is nnderstoad and agreed that the description is approximate only, it being the intention of the
Grantar(s} to grant an easement for said systems as constructed. The centerline of the easement shall he
coincidental with the centerline of said. system as constructed, in, on, over, under, across and along
Grantors} property.
Grantor, far its heirs, successors and assigns,. agrees that, except as provided below, no change of grade
oi'the Easement shall be rnade, thai it shah not be inundated, that it shall be kept free of trees, deep-rooted
shrubs, buildings and structures ~f all kinds (except for Grantee's Faciiitiesi, and that nothing shall be
done to impair Grantee`s vehicular access to or along the Easement.
Grantor reserves the right to {1) use any surface or subsurface areas, provided such use does not
unreasonably or substantially uiterfere with Grantee's use of the Easement; (2} improve the Easement area
surface with landscaping (except trees and deep-tooted shrubs}, paved drive:vays; parking surfaces,
sidewalks, curbs and gutters; provided, however, that before making any such improvements mvolviug a
eharigc of gn'ada, Graatar and its heirs, successors and assigrs, shall noiify the Grantee in advance.

Grantee shall have free access to said system. and every part thereof, at all Times with sufficient
notification, for the purpose of exercising the rights herein granted; provided, however that in making any
excavaticns an said property of the Granter, the Grantee shall make the same in such a manner as sill
cause the least injury to the surface of the ground around such a excavation and shall replace the earth so
removed by it and restore the surface of the ground to as near the same condition as it was prior to such
excavation as is practicable.
This )~asement shall be binding upon and inure to the benefit of successors, heirs, and assigns of Grantor
and Grantee.
