SUBJECT: Appeal, Tentative Tract No. 36464, 7 Unit Condominium
Conversion, 1454 Yale Street,. R2, Stanley Shu
Introduction
This is an application from the determination of the Planning
Commission. to deny a Tentative Tract Map for conversion of a
7 unit apartment to condominiums.
Background
On December 19, 1978 the applicant filed an application for a
Tentative Tract Map for a 7 unit condominium conversion at 1454
Yale Street in the R2 District. On March 19, 1979 the application
came before the Planning Commission for consideration and was
denied on the basis of inadequate trash ,area and cumulative im-
pact of condominium conversions. The Commission action was on
a 4 to 2 vote with one absent. The applicant .has appealed the
decision.
Alternatives
Under the Santa Monica Subdivision Ordinance the City Council
may affirm, reverse or modify the determination of the Planning
Commission in the matter of a Tentative Tract Map for subdivision
purposes. The Council may therefore grant the appeal and reverse
the Planning Commission or deny the appeal and let the decision
of the Commission stand.

Recommendation
Inasmuch as the State Map Act and the City's Condominium
Ordinance provide that the Planning Commission shall review and
approve a condominium project as satisfying certain minimum re-
quirements in design, and the Planning Commission having reviewed
the proposed project and found it to be unsatisfactory by reason
of parking and trash area, it is respectfully recommended that
the appeal be denied and the decision of the Planning Commission
upheld.
