SUBJECT: Appeal, Tentative Tract No. 36628, 6 Unit Condominium
Conversion, 1450 Harvard Street, R2, Roscoe Webb, Jr.
Introduction
This is an appeal from the determination of the Planning Commis-
sion to deny a Tentative Tract Map for a condominium conversion.
Background
On December 19, 1978 the applicant filed an application for
conversion of an 8 year old 6 unit apartment to condominiums.
The matter was considered by the Planning Commission on March 19,
1979 and denied on the basis of inadequate parking. The Planning
Commission vote was 5 to 1 in favor of denial with one absence.
Alternatives
Under the Santa Monica Subdivision Ordinance the City Council
may affirm, reverse or modify the determination of the Planning
Commission in the matter of a Tentative Tract Map for subdivi-
sion purposes. The Council may therefore grant the appeal and
reverse the Planning Commission or deny the appeal and let the
decision of the Commission stand.
Recommendation
Inasmuch as the State Map Act and the City's Condominium Ordinance

provide that the Planning Commission shall review and approve
a condominium project as satisfying certain miniumum require-
ments in design, and the Planning Commission having reviewed
the proposed project and found it to be unsatisfactory by
reason of the parking area, it is respectfully recommended
that the appeal be denied and the decision of the Planning
Commission upheld.
