SUBJECT: Planning Commission's Recommendation for New Condominium
and Apartment Standards
Introduction
This report transmits the Planning Commission's recommendations
for new condominium standards.
Background
In May 1979 the City Council requested the Planning Commission
to hold public hearings and consider amendments to the Municipal
Code relating to construction of new condominium projects as
well as condominium conversions. Following a public input hear-
ing in August suggested amendments for new condominiums and
apartment standards were formulated and, following additional
public hearings on March 31 and April 7, 1980, formal recommenda-
tions to the Council were adopted.
The amendments proposed pertain to basic parking requirements,
unexcavated areas, energy conservation, access, architectural
treatment and natural light and ventilation. The major changes
for both apartments and condominiums include the following:
1. Establishes a sliding scale parking requirement for
new apartments based on floor area with units of 650 sq.
ft. or less requiring l space, those with 650 to 900 sq.
ft. requiring 1? spaces and those over 900 sq. ft., two
spaces. The present requirement is lz spaces £or 1 bedroom
units and 2 spaces for 2 bedroom units or greater.

2. Eliminates the provisions allowing 1/3 of required
spaces to be in tandem.
3. Reduces required parking stall sizes from 9' x 20'
to 8z' x 18' in keeping with the trend toward smaller
automobiles.
4. Requires unexcavated area to provide improved land-
scaping and areas where larger, mature trees may be
grown.
For new condominiums the following requirements will be added:
1. A plan indicating the energy conservation measure
to be employed in the project.
2. Safer and more convenient access from garages to
living levels.
3. Architectural treatment on all four sides of a building.
4. Improved ventilation and natural lighting requirement
for kitchen and bathrooms.
Alternatives
The City Council may act favorably on a recommendation by the
Planning Commission by directing the City Attorney to prepare
the necessary ordinance or may reject the Commission's recommen-
dation by tabling the matter or returning it to the Commission
for reconsideration.
Recommendation
It is respectfully recommended that the Council act favorably on
the Planning Commission's recommendation by directing the City
Attorney to prepare the necessary ordinance and return them for
further Council consideration.
