Subject: Big Blue Bus Facility Security Services
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute an interim purchase order with A&A Protective Services, Inc. for a monthly
amount of $54,000 to provide security services at Santa Monica's Big Blue Bus
facilities.
Executive Summary
The City of Santa Monica and International Services Inc. (ISI) entered into Contract No.
8859 on May 21, 2008, to provide on-site security services to the City's Big Blue Bus
Facilities. On April 27, 2009, ISI filed for bankruptcy under Chapter 11. ISI has not paid
its employees since April 8, 2009. ISI's failure to comply with applicable labor laws is a
breach of the Agreement.
This report recommends executing amonth-to-month interim purchase order with A&A
Protective Services, Inc. A staff review. of the firm found it to have good experience
working at similar type facilities and a strong employee retention rate which provides a
stable working environment. Funds in the amount of $54,000 are available in the current
budget and $541,284 will be included in next year's budget proposal for this service.
The interim purchase order will be in place until a formal bid process is completed in FY
2009-10.
Discussion
In order to ensure uninterrupted security services at the Big Blue Bus, A&A Protective
Services will provide roving patrols during all hours and secure the vehicle entrance to
the yard and employee parking areas on an interim month-to-month basis until award of
formal bid. The patrols will .cover the temporary bus parking lot at the Civic Center as
well as the Transit Store. The vendor will staff the property to monitor access, identify

and document visitors, patrol off-site locations and escort employees to remote or
subterranean parking locations.
Vendor Selection
ISI entered into Chapter 11 on April 27, 2009 and indicated that they could no longer
provide service under the terms of their Agreement. The City arranged for A & A
Protective Services to provide service to the Big Blue Bus on a temporary basis. Staff
reviewed the general security experience of the personnel who would be working on this
project, the screening and training process for the hiring of the personnel, experience on
similar public agency projects and a list of references. Staff recommends A&A
Protective Services, Inc. for the month-to-month interim service. Staff was impressed
with the firm's extensive training program and their low employee turnover rate,
reportedly only one-fourth the security industry average. The lower-than-average
turnover rate should ensure consistency among the staff assigned to the Big Blue Bus
facility. A&A Protective Services, Inc. pays its security guards an hourly rate and
benefits that exceed the City's Living Wage Ordinance:
Financial Impact & Budget Actions
Funds for security services are available in account 41670.555020 "Outside Service -
Security." The monthly rate through June 30, 2009 is $54,000. Funding for FY 2009-10
Security Services are included the proposed budget.
