North of the Santa Monica Boundary Line at Adelaide Drive. Introduction This report requests the City Council to award a contract for the Beach Bike Path Extension to Jones Excavating/B.J. Construction Company, a joint venture, the lowest responsible bidder, in the amount of $405,000. Background The construction of this final section of the Bike Path, approximately 1.2 miles in length, will provide a continuous bike path from Malibu to Torrance, a distance of approximately twenty-one miles. The project has had a long history, beginning in 1968 when the Los Angeles County Board of Supervisors adopted a resolution calling for a bike path along the Pacific Ocean from Point Dume to Torrance. The County built the existing bike path which stretches from Palos Verdes to just north of the Santa Monica Pier with Federal Land and Water Conservation funds. It was not extended to Santa Monica's northern City limits because of opposition from beach front property owners. A second project completed construction of the bike path and adjacent pedestrian walkway on Will Rogers State Beach (immediately north of the present project site). This project was originally designed by - 1 - SEP 131988 GS:SES:DA - 08/30/88 (1) Council Meeting: September 13, 1988 the County of Los Angeles and turned over to the City for construction. The County has made several transfers of funds to the City for construction costs. The total amount received to date is $480,000.00, including interest. During the summer of 1985, the Santa Monica City Department of Recreation and Parks held two public meetings to discuss the possibility of extending the bike path to the northern City limits. Beach front property owners, beach club members, area bicycle shop owners, the general public and staff from the County Roads Department were invited to, and attended these hearings. The concerns expressed at these meetings, together with letters to the Department of Recreation and Parks, resulted in a proposed location of the bike path extension. On July 9, 1985, the Santa Monica City Council approved the bike path's conceptual location. On November 6, 1986, the City of Santa Monica submitted an application to the California Coastal Commission to extend the bike path according to the above mentioned alignment. The Commission denied the bike path application on December 9, 1986, finding that it was inconsistent with the public access, recreation, and hazards policies of the Coastal Act. On February 10, 1987, the Commission recommended approval of a more landward location of the project. The City of Santa Monica was concerned that this location reduced bike users' visual access to the ocean and increased potential impacts to land uses east of the path. The City then sought to develop a location which responded to the concerns of the Coastal Commission and local residents. In May 1988, the City resubmitted its permit application to the Coastal Commission for the modified plan. The Commission approved a permit for the revised plan on July 12, 1988. Discussion The City Engineer prepared plans and specifications for the construction of the bike path extension. A notice inviting bids was published on August 16 and 17, 1988 in the Evening Outlook and bidding packages were forwarded to four construction journals and seven minority contracting associations. Bidding packages were requested and issued to eight contractors. Seven bids were received, opened and read publicly on September 7, 1988, commencing at 3:00 p.m. by the Deputy City Clerk. Construction Company, a joint venture, and found them to be satisfactory. Budget/Financial Analysis Funds Required Contract Amount $ 405,000 Contingencies 40,000 Total Funds Required $ 445,500 Appropriation authority is available in Capital Project Account 20-770-511-000-989 in the amount of $235,379. The year-end staff report, Item 6-D on this agenda, recommends appropriation of the County's latest transfer of funds plus interest in the amount of $244,819 from Restricted Cash Account No. 20-940-051-000-000 to Capital Project Account No. 20-770-511-000-989 which will increase total appropriation authority to $480,198. Recommendations It is recommended that the City Council: 1. Award a construction contract for the Extension of the Beach Bike Path to Jones Excavation/B.J. Construction, a joint venture, the lowest responsible bidder, in the amount of $405,000 contingent upon approval of the year-end staff report; and - 4 - GS:SES:DA - 08/30/88 (1) Council Meeting: September 13, 1988 2. Authorize the City Engineer to issue any necessary Change Orders to complete the work in accordance with the Administrative Instructions.
