SUBJECT: Proposed Ordinance Regarding Building Security
INTRODUCTION
This report transmits for introduction a proposed

ordinance to add Chapter 2 to Article VIII of the Santa Monica
;Municipal Code. The Council considered this ordinance as
Item 8A at the January 8, 1980, meeting. At that time, the
City Attorney was instructed to redraft the ordinance as
amended by Council.
ANALYSIS
The proposed ordinance has been amended to conform
to Council's recommendation as follows:
1. Section 8201 - Scope has been reduced to only
include new construction and condominium conversions. The
sections referring to repairs and alterations of existing
housing and occupancy conversion have been deleted and
the issues have been referred to the Planning Departrent.
2. Section 8202 - Definitions. The definition of
"solid core door" now includes any door equal in strength to
a solid core door.
3. Section 8?.03 - Enforcement Provisions. The
Police Department is no longer the secondary enforcing authority.
The Building Department is now the sole enforcing authoritye
4. Former Section 8204 - Right of Entry. This
section has been entirely deleted. The enforcing authority's

right to inspect shall be the same as for other .building
requirements and restrictions as set forth in the Uniform
Building Code and the .M.unicipal Code.
5. Section 8206 - Alternate Materials and Methods
of Construction. This ordinance only sets minimum standards
for building security. This section assures the public that
anything more effective or equally effective such as an
electronic keyless system is acceptable.
6. Section 8208 - Frames/Jambs/Strikes/Hinges.
Former subsection (c) requiring one piece door stops and
jambs has been deleted on Council's motion due to the cost
factor. This has been investigated by the Police Department.
A one piece door stop and jamb costs $31.45 (retail). A
two piece door stop and jamb costs $23.75 (retail). The
cost of requiring this feature would be only $7.70 per
exterior door and even less wholesale to'a builder.
7. Section 8209 - Windows/Sliding Glass Doors.
This section requires that the standards on file with Building
Department per Section 8213 - Tests - be applied to both
commercial and residential buildings.
3. Any time the term double deadbolt is used, it
is used in the alternative so that a double deadbolt is an
option not a requirement.
ALTERNATIVES
1. Council may approve the ordinance as amended
and introduce it for first reading at this time.
2. Council ma_y amend the ordinance further and
introduce it for first reading at this time.

3. Council may refer the ordinance back to the
Attorney's office for further redrafting.
RECOMMENDAmIOp7
It is respectfully recommended by the Police
Department, Fire Department, and Building Department that
Council consider the proposed amendment. This would add
a single piece door stop and jamb provision to Section 8208.
After weighing its efficacy in deterring intruders against
a relatively small dollar cost, the above departments recommend
that this provision be included in Section 8208 and that
the Building Security Ordinance then be introduced for first
reading.
