sr-032580-6mf CA RLK:LBC:dd Council Meeting 03-25-80 Santa Monica, California STAFF REPORT TO: Mayor and City Council FROM City Attorney SUBJECT: Building Security Ordinance iJ ~, ~ iS~~ INTRODUCTION This report transmits for second reading and adoption an ordinance adding Chapter 2 to Article VIII of the Santa Monica Municipal Code. The Council introduced this ordinance as Item 8C at the February 26, 1980, meeting. ANAT.V CTC Various issues that were discussed at the first reading have been addressed as follows: (1) SECTION 8208. Frames/Jambs/Strikes/Hinges. Subsection (b) which requires single piece wooden door jambs has been added to this Section. (2) Double cylinder deadbolts. Although the Couhcil wished to add double cylinder deadbolts without a key retraining feature as an alternative for exit doors, this is not possible. Section 3303{c) of the Uniform Building Code prohibits this device on exit doors. (3) SECTION 8209. Windows/Sliding Glass Doors. This section sets the standards glass doors by referring to the Building Department. A copy of presently exist is attached as standards and tests will change the industry changes. They are for windows and sliding Tests on file with the these tests as they 3xhibit "A". These as the technology in far more comprehensive ~ ~ 5 i9~0 than Section 8212 (e) which pertains only to sliding doors not glass sliding doors. Sliding glass doors must also meet the locking device standards set out in Section 8211(a)(2) if they are exterior doors. For these reasons, it was not necessary to add Sectiom 8212 (e) to Section 8209 - Windows and Sliding Glass Doors. (4) SECTION 8211. Special Residential Building Provisions - does not prohibit installation of "french doors". Section 8211(a)(1) specifies the quality of the wood; (a)(2) specifies the type o£ lock; (a)(3) specifies the bolts necessary in a double door and (a)(4) specifies the glazing necessary if a double cylinder deadbolt is not used. (Note;. these glazing requirements have minimal financial impact and burglary resistent glazing is tempered glass which is U.L. rated.) These subsections-.all provide standards for "french doors" as they do for all exterior doors. However, they do not prohibit "french doors" and therefore have not been changed since the first reading of the ordinance. ALTERNATIVES The City Council may adopt the ordinance as introduced, modify it and reintroduce it or reject it.
