This staff report transmits the draft Request For Proposal (RFP) authorized by
the Council at the meeting on July 24, 1979• At Council direction, the RFP
solicits proposals only for the two City-controlled sites located on Barnard Way
and at 175 Ocean Park Boulevard.
Discussion
The draft proposal sets certain physical constraints and programmatic objectives.
Specifically, a density range of 50-60 units is established for the Barnard Way
site, and a range of 27-33 units is set for the 175 Ocean Park Boulevard site.
Maximum heights for both sites is proposed to be three (3) stories. Parking
requirements are recommended to be one-half (1/2) space for each elderly unit,
and one and one-half (1-1/2) spaces for each non-elderly unit.
In keeping with the existing deed restriction, the Barnard Way site is designated
for 100% elderly use. In keeping with the locational constraints of the 175 Ocean
Park Boulevard site, a "predominately" elderly development is specified.
The inclusion of programmatic criteria relating to the availabll-ity of the developed
units to a specified percentage of tow (50% of median income) and moderate (80% of
median income) households is based on the language of the existing Coastal Commission
permit for the Ocean Park Redevelopment Project. The draft RFP requires that all
of the units to be developed on the 175 Ocean Park Boulevard site shall be available

to low income households, and that at least one-half of the units developed on
the Barnard Way site shall be available to low income households with the balance
of the units on that site to be available to moderate income households.
The RFP establishes a process of land disposition which is identical to the
arrangement utilized in both of the City's redevelopment projects. The process
establishes a 90-day exclusive negotiation period, leading to .the development and
execution of an "Agreement to Purchase and Develop" which would set out specific
requirements precedent to the actual transfer of the properties. If this process is
adopted, the required public hearings and Council findings could be held immediately
prior to the Council consideration of the Agreement to Purchase and Develop.
The draft RFP establishes August 24 as the final date to notify the City of the
developer's intention to submit a proposal, and September 14 as the final date for
the actual submission. This schedule anticipates that the staff analysis would be
submitted to the Council at the October g, 197y, meeting.
The proposed RFP specifies the nature and extent of the required proposal components
and establishes a non-refundable $1,000 submission fee.
Recommendation
It is recommended that the Council review the attached draft "Request For Proposal"
and authorize the staff to disseminate the RFP to interested housing developers with
any modifications which the Council may desire.
