Swain, Director of Public Works Subject: Deputy Inspection and Materials Testing Services for the Big Blue Bus Facility Expansion Project Recommended Action Staff recommends that the City Council: 1. authorize the City Manager to modify Contract No. 8804 (CCS) with Smith-Emery Company in an amount not to exceed $55,000 (including 10% contingency) for additional services, for a revised contract total of $324,060; and 2. authorize the City Engineer to issue any necessary modifications to complete additional work within budget authority. Executive Summary Smith-Emery. Company is currently under contract to provide deputy inspection and materials testing services on the Big Blue Bus Facility Expansion Project. These services will be provided during all phases of the project and include inspection of concrete and reinforcement steel placement, welding, fireproofing application, masonry block installation, steel tensile and bending tests, concrete and grout compression testing. A modification to the current contract is necessary due to project scope changes; design revisions and structural reinforcements which require continuous inspection. Funds for this modification are available in account number C410104.58910Q Background Construction of the Big Blue Bus maintenance building began September 2007 and is nearly complete. The maintenance building is being constructed to accommodate the expanding fleet of alternative fuel buses and vehicles. The Building Code requires continuous inspection on structural steel erection, welding, bolting, concrete placement, masonry block and fireproofing installation. The Building Code also requires periodic strength testing of reinforcement steel, concrete and grout. The City's Building and 1 Safety Division is not staffed or equipped with a laboratory to perform these inspections and testing services. The services of an outside firm are necessary to ensure conformance to these Building Code requirements. On July 24, 2007. Council awarded Professional Services Agreement No. 8804 (CCS) to the Smith-Emery Company for deputy inspection and materials testing. Discussion Smith-Emery is providing deputy inspection and material testing services for Phases Two, Three and Four of the Big Blue Bus Facility Expansion Project. During Phase Three, several. modifications were made to the project. The proposed Photo Voltaic panel system was enlarged from a 10KW to an 80KW system, which required welding additional structural supports and ceiling joist reinforcements for the system. Revisions were made to the design of ceiling suspended equipment supports and beams requiring additional welding, subsequently increasing inspection time. In addition, during the erection of structural steel, it was deemed necessary to retain a second deputy inspector to provide sufficient oversight on the welding and bolting process. As a result, the current funds for inspection services are insufficient. Inspection services are required for the remainder of Phases Three and Four, which are to be completed in early 2010. Consultant Selection A Request for Proposals for deputy inspection and materials testing services was posted on the City's website in April 2007. Nine firms submitted proposals on May 14, 2007. Staff from the Civil Engineering and Architecture Division reviewed the proposals and selected Smith-Emery Company as the best bidder according to the City's selection criteria. The original contract amount was $269,060. This modification will increase the contract amount by $50,000, plus a 10% contingency ($5,000), for a total of $324,060. 2 Financial Impacts & Budget Actions Funds in the amount of $55,000 are available- in Account Number 0410104.589100, "BBB Expansion Project."
