Subject: Acceptance and Appropriation of Supplemental 2007 Urban Area Security
Initiative Grant Funds
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to accept $63,750 of supplemental no-match grant
funds to further enhance local homeland security efforts;
2. Authorize budget appropriations and other changes outlined in the
Budget/Financial Impact section of this report.
Executive Summary
The Fire Department is requesting that the City Council authorize the City Manager to
accept supplemental, no-match Urban Area Security Initiative grant funds to purchase
hazardous materials inter-operability equipment to augment the $125,000 of no-match
grant funds previously approved to complete the project.
Discussion
Background
The no-match Urban Area Security Initiative grant funds are provided by the Federal
Government through the Department of Homeland Security, to the State of California, to the Las
Angeles/Long Beach Urban Area, and received by the City of Santa Monica.
The Santa Monica Fire Department's Hazardous Materials Response Truck has been
designated as a Los Angeles County regional resource for response to major hazardous
materials incidents including terrorist events involving weapons of mass destruction

within the county boundaries and beyond. As a County designated resource, it is
required that the City's Hazardous Materials Response Truck be equipped with the
necessary equipment to communicate effectively with other designated agencies that
respond to the same event. This system allows multiple hazardous materials teams to
relay data regardless of discipline or jurisdiction.
Operational areas that currently have this proprietary system are Los Angeles City Fire
Department; Glendale Fire Department; Burbank Fire Department; Los Angeles County
Sheriff Haz-Mat, Los Angeles City Police Department; and Los Angeles County Sheriff
SWAT.
Budget/Financial Impact
These funds increase the previously approved homeland security grant funding included
in the FY 2008-09 budget. The following budget changes are needed to record receipt
of the grant funds and make them available for program use:
1) Increase budget for revenue account number 20312.406793 ($63,750).
2) Appropriate the additional $63,750 to Supplies/Expenses account 20312.555393
for purchase of detection and data linking system.
