sr-042809-1bCity Council Meeting: April 28, 2009 Agenda Item: ~-~ To: Mayor and City Council From: Robert Trimborn, Acting Airport Director Subject: Contract with Era Corporation for Maintenance and Support Services to the Santa Monica Airport's Aircraft Noise Monitoring System Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Era Corporation not to exceed $242, 261 for maintenance and support services associated with the Airport's aircraft noise monitoring system. Executive Summary This report requests that City Council authorize the City Manager to negotiate and execute afive-year contract with Era Corporation for maintenance and support services necessary to maintain the integrity of the aircraft noise monitoring system at Santa Monica .Airport. The aircraft noise monitoring .system utilizes a proprietary hardware/software system unique to the Era Corporation and therefore was approved as a sole source by the City Manager's Office. The system includes the latest in aircraft noise monitoring and flight analysis technologies used in the effective enforcement of the Airport Noise Code. Background The reliable and accurate operation of the noise monitoring system is critical in the enforcement of the Noise Ordinance in conducting the Airport's noise abatement program. It is used to monitor the noise level of arriving and departing aircraft to ensure compliance with the Noise Code. Era Corporation, formerly known as BAE Systems, holds sole proprietary rights over the hardware and software currently used in the Airport's existing system. 1 Currently, raw data, in the form of noise and flight tracking information, is gathered from the Airport's system by ERA for processing, access, graphical presentation, and secured storage. The maintenance contract will ensure the continued integrity of this system. Era Corporation is highly regarded in the aircraft noise monitoring industry. Era is based in the United States with industry-leading product research and development centers scattered throughout the country. ERA provides reliable high-performance aircraft noise monitoring systems to more than 100 commercial service airports in over 40 countries. Era's secured web-based Noise Operations Monitoring System (NOMS) is the most widely used system in the industry and provides airports with powerful tools to monitor aircraft noise levels and aircraft operations. Financial Impacts & Budget Actions Era Corporation agrees to maintain and support the equipment and services under a five (5) year Contract, commencing Fiscal Year 09/10 through Fiscal Year 13/14. The estimated total cost of the services provided is not to exceed $242, 261 at the end of the five (5) years. The City's proposed budget for FY 2009-2010 includes an expenditure appropriation in the amount of $45,631 in account 33203.533170; additional appropriations will be included in annual budgets for the next four years and will be contingent upon City Council's approval of the Airport's annual operating budget during those years.
