Subject: Federally Funded Street Improvement Project
Recommended Action
Staff recommends that the City Council:
1. award a construction contract to Silvia Construction, Inc., the best bidder,
in the amount of $552,413 plus a 10% contingency for a total amount not
to exceed $607,655; and
2. authorize the City Engineer to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
The Federally Funded Street Improvement Project will resurface Fifth and Sixth Streets
from Colorado Avenue to Wilshire Boulevard, and Santa Monica Boulevard from Fifth
Street to Lincoln Boulevard using the City's allocation of Surface Transportation
Program -Local (STPL) funds along with a local match. Construction management and
public outreach will be managed by Public Works staff. The total estimated construction
cost is $552,413 with a 10% contingency for a total of $607,655. Funds in the amount
of $607,655 are available. in M207008.589000 (Federal Street Resurfacing Project-
STPL) and M020152.589000 (Street Repair/Resurfacing).
Background
Each year through the Transportation Equity Act, the City receives an annual
entitlement of STPL funds. A portion of these funds are set aside for the maintenance
and upgrading of local streets and are reimbursed to the City following project
completion. In Santa Monica, Fifth and Sixth Streets from Colorado Avenue to Wilshire
Boulevard, and Santa Monica Boulevard from Fifth Street to Lincoln Boulevard qualify
for these funds, which also require that federal contracting procedures be followed. The
total federal fund participation on this project is $537,957 which represents 88.53% of
the total project cost inclusive of contingency. The local match of up to $69,698

representing 11.47% of the project cost inclusive of contingency will be paid for using
General Fund funds.
Discussion
The work consists of cold-milling (grinding) and rubberized asphalt overlay, re-striping,
sidewalk. removal and reconstruction, curb and gutter removal and reconstruction and
other appurtenant work on Fifth and Sixth Streets from Colorado Avenue to Wilshire
Boulevard, and Santa Monica Boulevard from Fifth Street to Lincoln Boulevard.
Contractor Selection
A Notice Inviting Bids was published in the Santa Monica Daily Press on February 5 and
7, 2009, and the bid document was sent to nine public plan rooms. The Notice Inviting
Bids was also posted on the City's Planet Bids. Fifteen contractors requested bid
documents and thirteen sealed bids were received by the City Clerk's office. The bids
were publicly opened and read aloud on February 26, 2009 by the Deputy City Clerk.

The best bidder, Silvia Construction, Inc. supplied the City with a list of similar projects
including street improvement projects for the cities of San Buenaventura, Camarillo,
Lakewood, Port Hueneme, Banning, Long Beach, and Riverside.
Staff contacted the City representatives for these projects and they all reported that the
contractor's work quality was good and was completed in a timely and cost efficient
manner. In addition, Silvia Construction was the successful bidder for the previous two
federally funded street improvement projects for the City of Santa Monica. Their work on
both those projects was exceptional. Staff also contacted. the Center for Contract
Compliance and found Silvia Construction, Inc. in good standing and capable of
handling labor compliance issues. The State Contractor's License Board verified that
the Contractor's license is active and in good standing.

The total project cost including construction and contingencies is estimated to not
exceed $607,655 and is available in the following accounts:
