The Division of Highways has informed us that proceedings will then be instituted to transfer title to Olympic Boulevard to the City, but that title will not be transferred until the State has sold the access or frontage rights that it presently reserves to certain parcels west of 20th Street and to all parcels between 20th Street and the northeasterly City limits. November 23, 1962 The Honorable City Council Ernest Mobley, City Manager Suggested 6days of Beautifying Olympic E after Relinquishment of Title by State Upon completion of the Freeway it is anticipated that Olympic Boulevard will be used primarily for local traffic, and that two moving traffic lanes, plus one parking lane, in each direction will be adequate to handle this traffic. This is the condition that presently exists from Lincoln Boulevard to 20th Street. East of 20th Street, however, the present street provides for two moving traffic lanes in each direction, but no parking lanes are provided. Since the. removal of the access restrictions in the area east of 20th Street will very likely result in properties in this area being improved to front on Olympic Boulevard, it will be necessary at that time to provide for on-street parking in this area. It is my opinion that this can best be accomplished by eliminating the existing center strip and paving the area with asphalt concrete, thus pro- viding space for one curb parking lane and two moving traffic lanes in each direction. Estimated Cost ------------------------------ 107,980 November 23, 1962 Page 2 Subject: Suggested Ways of Beautifying Olympic Boulevard Center Strip after Relinquishment of Title by State. In the area between Lincoln Boulevard and 20th Street there will be no need to remove the existing center strip, and it is my opinion that steps should be taken at that time to beautify this strip. Following are two sug- gested plans for such beautification: 1) Remove existing oil surfacing, import top soil, install automatic sprinkler system, and turf and plant shade trees, based on the same basin design and spacing as on San Vicente Boulevard. Estimated Cost ------------------------------ $48,470 2) Remove existing oil surfacing, pave with 2 inches of asphalt concrete, and install planter boxes with trees, shrubbery, etc., at various locations along said center strip (similar to the treatment now being used at certain Freeway interchanges and on certain highways in Central California).
