Freeway (11th St. to Centinela Ave.}
As you know, the City Council on July 17, 1862 authorized the
preparation and execution of an agreement with the State Division
of Highways for li hung the Freeway ramps between 4th St. and
11th St. (Item 6-Q~.
In my memo to you, dated July 10, 1862, I gave the estimated
cost of this work as X8,600. This figure has subsequently been
reduced to $3,000. I have been informed by the State there is
no need for entering into a formal agreement for this work;
instead, the City will simply furnish the Contractor, upon
request, the metal lighting standards, mast arms, and luminaires
for him to install. This material will be requisitioned by
this office at the proper time.
In addition to the lighting between 4th St, and 11th St. referred
to above, which the Council has approved, the State is including
in the Freeway design, at State expense, certain safety lighting
on City streets at grade separations between 11th St. and
Centinela Ave. There are approximately twenty-nine (2g) of
these standards involved, at the following locations:

The State will install metal standards at their expense at these
locations. As you know, the City, on all of its modern street
lighting projects, has installed Marbelite (concrete) street
light standards. In view of this fact, the State has informed
this office that if the City wishes they will show an the plans
Marbelite standards at the above locations if the City will
agree to pay the difference in cost between metal and Marbelite
standards, at an estimated total cast of X3500. It is recom-
mended that this be done in order to maintain a uniformity of
appearance in our street lighting system.

Street Lighting in Connection with Santa Monica Freeway
(11th St. to Centinela Ave.)
The design of the lighting of this portion of the Freeway is
being held up pending a decision as to whether the Gity is
agreeable to entering into an agreement covering its share of
the cost of this work. The actual expenditure of funds will
not be necessary for at least one year.
The total cost to the City for all Freeway lighting, including
the lighting between 4th St. and 11th St. previously approved
by the City Council, will be approximately X6,500, As stated
hereinabove, the Council previously has approved an agreement
involving an expenditure of X8,600, although the scope of the
work approved does not include the grade separation lighting
outlined herein.
Therefore, in view of the fact that, while the total funds
required for this lighting are less than the amount previously
approved by the Council, the scope of the work involved is
greater than what was approved, it is recommended that the
City Council be requested to authorize the preparation and
execution of the necessary participation agreement covering
the City's furnishing of Marbelite standards at the locations
tabulated hereinabove.
