The Honcrable City Council P~'.a y , r. ~~; From t City Manager ~ ~~ _ ~ •~ ~ Subject; lrn~orovement oz" Parking Lot at Ocean Avenue and Pico Boulevard As you know, the buildings have all been removed f~orn the property lying bets+reen Ocean Avenue and Main Street, and extending from Pico Boulevard approxir~iately 315 feet north~resterly, that Baas acquired by the City for use as additional parking facilities for the vCivic Auditorium. Budgeted funds in the amount of ~6^0,102.00 are available in Account 409-91 to finance this improvement. However, for the reasons set fort'_n below, it is recommended that the administration be authorized to proceed at this time ~,~rith a "first phase", or partial, imorovement of this parking lot pending the preparation cf final plans for the complete improvement, (1) Since the completion of this building 'removal, the revenue from the existing .Auditorium parking lot has drepped approximately 35 percent, due to free, uncontrolled parking on the above described property during P.uditorium events. (2) The additional parking facilities will be needed for the academy Award Presentation program to be held on April 17, 1901. (3} The County's Contractor may wish to lease this property as a mate-rial yard and work yard during th.e construction of the County Building addition, and permanent improvement or' the lot should not be accomplished until after this usage is completed. The steps recommended to be taken at this time are itemized below: (1} .Street Superintendent be authorized to initiate proceedings to vacate that portion of First Court IjTing within the limits of the new parking lot.
