The City of Los Angeles proposes to impsTb~re i aug7ilin Avenue from ;doodbine Street 500 feet south of Palms Boulevard with a 80-foot paved roadway, curb, gutter, and sidewalk. Attached is letter dated January 3, 1858, from the Los Angeles City Engineer, which offers to install certain improve- ments at no cost to Santa Monica, provided Santa Monica will dedicate a strip of our Charnock wells property 34-feet-wide by 323 feet long. I have determined from Mr. Thompson, Venice District Engineer, that the estimated cost of improving said strip of land is $7goo. The area of the dedication requested is 1Q,g82 square feet; however, you will note from the attached map that Los Angeles would vacate to Santa Monica the portion colored yellow containing 1870 square feet, leaving a net dedication of 8012 square feet. The average value of the improvements, there- fore, is approximately 88¢ per square foot. It is my opinion and that of Mr. Charles Ashford that the market value of this land would be considerably less than 88~ per square .foot and that the offer made by Los Angeles is a most reasonable proposal. If the City of Santa Moniea will agree to grant the necessary right of way for th€ widening of McLaughlin Avenue, 3 am prepared to reeotnmend that the full improve- ment be constructed on the right of way at no cost to the City of Santa Moniea.
