the 1952 Bond lsstta report constitutes a contract betnean the electorate
of Lcs tingelas County and the District and, as suoh, alI funds derived
from the sale of bonds must ba used only for the ourposa specified in
the repart, a.g, construction of Project No. 248.
D'lith respect to delay in construction of ProjaEt No. 248,
this office originally estimated a 5-year construction program with the
intent of having all the bond projects under construction within 5 years
from the Lima funds first became available on May 1, 1953® It is re-
quested that your office make every effort to resolve your street improve®
meat program and complete plans for Project No. 248 in order-that our
construction program may ba carried out as originally planned,
