Pursuant to your request, there is transmitted herewith a very
comprehensive survey of lighting possibilities in Palisades Fark,
It is the recommendation of this office that the first two of the
priorities outlined on Page 3 of the report (installations marked
(1}, {ZA), and (ZB) on the attached map) be undertaken at once,
To this end, we are requesting an appropriation from General Fund
Unappropriated Surplus to Aic 409-91 in the amount of $21, 510,
Additional lighting in the areas designated will greatly improve our
ability to control use of the park,

SUBJECT: Palisades Park Lighting
As you know, the City Council, at its meeting of November 12,
1863, requested a study and recommendation on additional
lighting in Palisades Park, said recommendation to be made
at the next regular meeting.
As a result of this request, a detailed survey of existing
Park lighting has been made, and the cost and feasibility
of various additions to, or changes in, the existing system
has been investigated.
Generally speaking, there are two separate problems: ie,
southeast of Montana Avenue and northwest of Montana Avenue.
Southeast of Montana Avenue the Park is, on the whole, ade-
quately lighted. The comparative narrowness of the Park,
taken together with the fact that Ocean Avenue in this area
has modern street lights which greatly benefit the Park,
results in a satisfactory level of lighting in all but a few
shadow areas. These areas can be lighted by the installation
of seven individual light standards, at an estimated cost of
$4,540.
Northwest of Montana the problem is much greater. This sec-
tion should be considered in three increments. From Montana
Avenue to midway between Alta Avenue and Marguerita Avenue,
the Park is wider, the existing light standards are more widely
spaced, and, of course, nortiwest of Montana Avenue there are
no modern street lights on Ocean Avenue. The light level in
this area can be greatly improved by the installation of 21
light standards along the path adjacentto the bluff, together
with the addition of 12 standards to the existing system along
the main path. The estimated cost of both of these installa-
tions is $10,870.
From midway between Alta and Marguerita to the restroorn at
San Vicente Boulevard the existing lighting appears adequate,
and there are no apparent shadow areas.

Palisades Park Lighting
Frorn (and including} the restroom building, to Inspiration
Point, the picnic area between the bluff and the block wall
is very dark. In fact, on the night of our inspection of
the lighting, two "characters" were hiding in the shadows
adjacent to the restroom and were invisible until our flash-
lights disclosed their presence. The restroom and picnic
area can be satisfactorily lighted by the installation of
7 standards, at an estimated cost of $4,640.
In addition to the above, the cost of the following measures,
and their feasibility, was investigated:
1) Effect on Palisades Park lighting of installing
street lights on Ocean Avenue, northwest of Montana. There
is no question but what the lighting in this section of
Palisades Park would be greatly improved by the installation
of modern street lights on Ocean Avenue. The Citys share of
the cost (1/2 - $18,400) was included in the 19'03-04 budget
request of the Street Division.
2} Installation of lights at regular intervals on palm
trees in the Park,. similar to the Palm Springs installation.
The lighting effectiveness of this proposal is doubtful,
compared to other means of lighting, but the proposal never-
theless is presented for consideration. The estimate of cost
is based on light units on alternate palm trees, approxi-
mately 100 feet apart, with underground conduit the full
length of the Park. This would involve approximately 100
tree units and 10 shrubbery units. The estimated cost of
this proposal is $38,100.
3} Modernization of the existing lighting through instal-
lation of "mushroom" type luminaires in place of the present
globes. A test installation of one such luminaire was made
near Marguerita Avenue. IAYiile it does improve the efficiency
of the light, it has the following disadvantages:
a} There is a definite glare factor which, to the
writer, is quite objectionable. This is due to
the low standard height.
b) It accentuates the shadow areas.
c} It prevents the light diffusing up into the
trees, which diffusion adds considerably to the
beauty of the Park.
The estimated cost of this modernization, involving 70 standards,
is $5,250.

Palisades Park Lighting
Summary and Recommendation:
A. The f®llowing lighting improvements are recommended,
in the priority shown:
1) Inspiration Point Area ~ 4,640
2) Montana Avenue to midway between
Alta and Marguerita:
a. Path adjacent to bluff X12,400
b. Add to existing .system 4,470
3) Installation of modern street lights
on Ocean Avenue, northwest of Montana
Avenue, would greatly improve the

4) Colorado Avenue to Montana Avenue;
lighting of shadow areas $ 4,530
B. It is not believed that the lighting efficien cy of a
palm tree and shrubbery lighting installation would
warrant the cost of such a program.
C. Because of the glare factor inherent in the "mushroom"
luminaire, due to the low mounting height on the existing
standards, modernization of the existing system with this
lurninaire is not recommended.
Transmitted herewith is an aerial photograph of the Park showing
the location of the proposed improvements.
