SUBJECT: Engineering Studies--U-Turn Grade Separations--Coast Highway
Mr. Mount, a member of the Causeway-Freeway Commission, has developed an
idea for expediting the flow of traffic on the Coast Highway between the tunnel
and Santa Monica Canyon.
At the direction of the Commission, the idea and its pictorial rendering were
turned aver to the City Engineer for study and report.
Mr. Kennedy's report, made to the Commission at its meeting of October 10, 1463,
was to the effect that though a number of problems had to be resolved, the idea
possessed considerable merit.
Again at the direction of the Commission, the idea was submitted to the local
district office of the Livision of Highways.
Apparently the Livision engineers were also favorably impressed by Mr. Mount's
proposal, as we have received a repay indicating that the State would consider
favorably a request to construct the grade separations if studies showed that
solutions could be found for the problems involved.
It is the recommendation of our City Engineer, with which I concur, that we
undertake the studies relative to location and dimension of the structures, as
well as the determination of the rights of way that would be required for their
construction.
This much can be accomplished with our own staff by reassigning priorities. If
the proposal still appeaas as practical and useful as it does now, we can contract
for the actual design of the structures by a consulting structural engineer.
A preliminary engineering study can be ready in 30 days if the Council wishes us
