Subject: Contract Amendment with GeoComm to include assistance and services
for the reactivation of the Santa Monica Fire Communications Center
Recommended Action
Staff recommends that the City Council authorize the City Manager to approve and
execute a contract amendment with GeoComm to provide assistance and services for
the reactivation of the Santa Monica Fire Communications Center.
Executive Summary
GeoComm was contracted to perform a comprehensive study of fire dispatch operations
and to provide recommendations as to the most effective means of providing these
services to the community. GeoComm completed the study with recommendations
which resulted in Staff receiving City Council direction to reactivate the Santa Monica
Fire Communications Center as soon as practical. Staff is requesting an amendment to
the GeoComm contract to include assistance and services to implement the fire
communications center reactivation recommendations. The original contract was
approved in the amount of $87,600. The amendment to the contract, if approved, will
not exceed $51,210 bringing the value of the total contract with GeoComm to $138,810
and requires City Council approval because the total amount now exceeds. $100,000.
Funds are available in the adopted budget.
Background
On October 14, 2008 the City entered into a contract with GeoComm to provide a
comprehensive and comparative analysis of fire dispatching operations and to make
recommendations as to the most effective means of providing these services to the
community. Staff selected GeoComm from ten consulting firms based on their
experience of over 20 years in the development, design, and implementation of stand-
alone and joint public safety communications centers and systems.

On January 8, 2009 the City Council was presented with the results of the
comprehensive and comparative study and a list of recommendations to reactivate the
Santa Monica Fire Communications Center in the Public- Safety Facility as soon as
practical.
The study included 74 recommendations to achieve project implementation. The intent
of this contract amendment is to have GeoComm representatives provide assistance
and services to Staff to implement the reactivation recommendations.
The original Contract # 8968 in the amount of $87,600 was approved by Council on
October 14, 2008.
Discussion
The scope of assistance and service provided by GeoComm shall include, but not be
limited to providing consulting services through telephone and a-mail communidation
equal to four (4) hours per week for six (6) and up to six (6) onsite visits after the
contract is approved, working with staff to draft and monitor an implementation plan,
providing input, review and assistance with recruiting, testing and hiring .Fire
Communications Center personnel, and assistance with the formulation of operational
best practices and internal or recurring training plan for the Fire Communication Center.
Financial Impacts & Budget Actions
The original Contract #8968 in the amount $87,600 was approved by Council on
October 14, 2008. This amendment, if approved, will add $51,210 for a new total
contract amount not to exceed $138,810. Funds for this amendment are available in
the Fire Department budget account numbers 01312.555060: $7,400 and
00104020.589000: $43,810.
