CITY CLERK'S C~ 1CE
FROM: Le So STORKS, Director of Planning
SUBJECT: OVERNIGHT PARKING OF LARGE VEHICLES
In view of the difficulties experienced by certain
individuals in loading their campers and trailers in
the early morning hours preparatory to going on trips,
I would recommend the addition of a subsection to the
Municipal Code to read as follows:
Section 3374A1, Upon showing of fact, and
at his discretion, the Chief of Police may issue a
permit good for one night permitting the parking of
vehicles of the size described in Section 3374A between
the hours of 2 same and 6 aom~ provided that the appli-
cant for such permit shall appear in person and pay a
fee of u1o00 therefore
Alternatively, the same end might be achieved as a
matter of administrative practice without code
amendment, should the Council so decides

Dear Nay or Spurgin:
;bay I comet®nd you for the eonsde~ration on item 6 C of
the council agenda Tuesday ~'vening, January 9. Iviay I also
enter a f®w thoughts for the study undertaken to -revise this
ordinance,
Parking restrictions on camper type veh3eles may be made
somewhat more acceptable by a compromise as suggested.
However, I do not agree with requirements to report to police
headquarters every time one of these vehicles is moved.
Periodic inspection and approval Should suffice. The rules should
be tYze same for all ps.s~+anger vehelee Let me explain.
As you Might expect, I do own a lf2 ton pick up equipped
with a csmall utility shell for usefulness and appe~.ranee.
You might call this ~, camper. The overall dimensions are
under 7 feet in h®ight and in width. Fully mounted it can
be driven in and out of e new pity parking structures
with aase.
I use this vehiel® exclusively - by preference -~ and
spend approximately 10 to 15 nights ~, year out traveling.
,4ow I can understand where tho extra large camper, or any
vehicle for that matter, continually parked in the street
:may be objectionable. Provisions have long been established
under the health and safety codes for citations on a complaint
basis to control this,
The point hero is that ms' vehicle is parked in a private
ga,rag«~ at all times when not in use. tNhen ir. use, it may
be necessary to park in many locations and at various times
of the day or night. Por this reason I am becoming apprerensive
about all the current legislation aimed at curtailing its
usefulness. The city ordirzarce is one thing - Senate Bill
Pdo. 631., 1967 (Collier) - a.nd the resultant Vehiole Code 22518
is another. Other regulatory bodies probably will follow
the lead by enacting even more restrictive ordina, nce~s or codes.
- ~ -
The resultant confusion ~.nd interpretatione of tine rubs
make it difficult to observe and respPet the Saw. It is
difficult to undera~and vrhere e smaller campers - or even
many oz" those over 7 feet high but under 7 feet in width
are any more a hazard than other passenger vehicles,
I sincerely hope the council and any regulatory bodies
it may influence will learn to accept these modern recreatons,l
vehicles for their true worth, These mu3ti~purpose vehicle
are the equal of most any pasetenger ea,r. A second ear
is nat necseasary< Amore liberal attitude on the us® of ~,
camp®r may really leo,d to a r®duction in our total parking
requirements¢ Indeed, camper type vehicl®s c~,n be used to
h®lp solve one of our main probl®ms - parking ffipace.
Yours truly
