Perry Scott, City Manager
f FROM: Bartlett L, Kennedy, City Engineer
SUBJECT: Z,andseapint, Olympic Boulevard Center Strip - 10th Street
to pitta Street.
Included in Account 421-920 of the 19b#-65 Budget
(Street Division) is an arrsount of X20,000 for ttae subject
impraver~ent .
As you know, the Harnrser Company, Inc., 1'045 Euclid
Street, Santa Monica, completed ttae landscaping of the Glyn:pic
Boulevard Center Strip between 14th Street and 20th Street,
{except for the temporary crossing at 15th Street necessitated
by Freeway construction), an May 25, 1~4, at a contract cost
of ~,20,1t~2.~0, This work was performed under our Contract No.
1553 {C.C.S,), .lab Order Ate. 2543-By Drawing Ida.. X012, and
Special Provisions RIa. 588.
The landscaping of the above mentioned 15th Street
crossover, after its removal by the State, is covered by a
Ctaange Order to the contract, which therefore is still in
force and effect.
Since acceptance of the completed work, the City has
had some problems in maintaining a healthy stand of grass.
The soil has been analyzed by U.C.L.A. and the test results
indicate that the removal of original soil and the ir„„port of
soil was not necessary and that a better ,job would have been
obtained if the original soil had been diseed and left open
so as to leach out prior to landacapin operations.
In order to achieve the best laradscapint; yob possible
in the section between 30th Street and 14th Street, the exist-
ing soil should be prepared as mentioned above. Thin should
be done as aeon as possible.
Singe plans and specifications have not been prepared
for the sub,#eet pro, jeet, this office inquired of the Fiair~ner
Company if they would be willing to perfarrn the sub, jeet ;ark
at the sane unit prices as were paid for the completed section;
i.e., as a Change Order to the existing contract.
Attached is a letter dated ~'anuary 14, 1~5 from the
I3ammer Company stating that they would a;~s°ee to such an arrange-
ment.

The cast of Item 5 may have to be adjusted slightly
after completion of the plans and specifications, because of
a lower water main pressure and the passibility of waking a
water line under 11th Street.
Since the scope of this additional work is greater
than that allowed under our specifications, it is recommended
that the City Council authorize the issuance of a Change Order
covering the above work in order that the Hammer Company can
proceed lmmediately to start preparing the soil. The work,
of Bourse, will be coordinated with the completion of the
Freeway work at t3lympic >'3oulevard and lOtka Street .
This procedure has been discussed with the Director
of k2eereation and Parks and with the Ya.~'k Superintendent, both
of whom concur in this recommendation.

lump sum pri.s. This price will be figured at the same
rate as ~~e ariinal ~cb. As soon as the plans are
fina"i'.zed t'r_e final price can be submitted. There are
two items prat may Nava an effect on the Sprinkler Price:
1. ^lhe water pressure is lower„
2. 4Ve may have to drive tinder 11th. Street to make
a connection to the Automatic Controller,
lNe realize that part of this fob will have to be coordinated
and scheduled with the related freeway work. We are close
to this fob, and the extra pulling on and off of the fob
will not effect the price.
