SUBJECT: Request for Encroachment Onto Santa Monica Mall
Attached hereto is an °'Application for Building Encroachment
Permit" and "Field Report and Recommendation for Proposed
Building Encroachment"' relative to a structure proposed to
be constructed at 1409 Santa Monica Mall old California Bank
Building). The proposed construction consists of demolishing
the old bank building and constructing a series of small shops
fronting either on the Santa Monica Mall or on Santa Monica
Boulevard. A total of nine shops is proposed to be constructed
on the old bank building site. The requested encroachment
consists of the following:
1. Extend footings 14" into the Mall and 24" into
Santa Monica Boulevard.
2. Remove and reconstruct a section of Mall side-
walk 60~ long by 8~ in width to join the
existing floor elevation,
As shown on the field report and recommendation, the request
for encroachment for footings is approved, subject to certain
restrictions set forth in said field report, but the request
to remove and reconstruct a section of Mall sidewalk is
recommended for disapproval.
The Mall sidewalk, as originally constructed, was ramped to
meet the existing floor elevation at the doorway to the
California Bank. This required both longitudinal and transverse
slopes at excess of the slope immediately adjacent thereto. The
requested change in grade would result in raising the Mall side-
walk approximately 12 inches at the southerly corner: this
12-inch grade differential would have to be taken out between
the above southerly corner and the next doorway, a distance of
approximately 8 feet. This would result in a grade in excess
of 12.5,E longitudinally, as well as a steep transverse slope
to join the existing walk 8 feet from the building face. Both
of these slopes would be unpleasing aesthetically and a
definite hazard to pedestrians.

The hazard involved in the above 12.5 slope is illustrated
by the fact that if this slope were inside the building the
Building Code requires that it would have to be equipped
with a handrail. In fact, this is the maximum legal slope,
even with a handrail.
The only reason for this request is to eliminate the necessity
of removing and reconstructing the existing bank floor which
at the southerly corner is 12 inches above the Mall sidewalk,
Ih the opinion of this office this is a private benefit which
should not take precedence over public safety.
As shown on the field report and recommendation, it is the
recommendation of this office, the Building Officer, and the
Planning Director that this request be disapproved.
