The Owner plans to erect a class A fireproof 17-story apartment building on the site. Please note the enclosed preliminary drawings. Every attempt has been made and will be made to make the building esthetically pleasing and a credit to the community. The surface property in its present state is essentially unproductive. This building will fully utilize the site and bring substantial increased revenue into the City. On behalf of the Owner, we hereby request from the City Council permission to construct a subsurface parking structure under the adjacent sidewalks on both Second Street and California Street. The outside limits of the substructure would be the curb line. The nature of the site is such that in order to adequately handle the number of cars required for the proposed structure, an inordinate number of subsurface parking levels would have to be constructed. We presently propose 4 subsurface levels of easily accessible parking spaces. Without permission to build under the sidewalks, it would require 7 or 8 levels to be constructed below grade to an approximate depth of 70 to 80 feet. Additionally, each leirel would be reduced in floor area making maneuverability for cars unnecessarily difficult and hazardous. Mr. Perry Scott, City Manager 14 June 1972 page 2 Initial plans for this building, as submitted, were drawn several years ago. Working with the various authcrities in Santa Monica at that time, we and the Ovaner were informed that precedents were established foY~ this request. In reliance on this understanding, preliminary plans were completed and loan commitments have been obtained. Since the subsurface structure would be at least 5 feet below the level of the sidewalk, there will be adequate space in which to run future utility lines and in which to plant street trees, etc. The subsurface structure. will be engineered specifically to handle street traffic loads, so if at any t9.me in the future the streets were to be widened, the street could be extended over the top of the structure. It is our opinion that allowing the use of the land under the public way is most advantageous to all concerned. For the Owner, it provides the ability to furnish a far superior parking system within a much safer and more logical depth of structure. For the City of Santa Monica and the public, in addition to the increase in the tax base utilizing otherwise dormant land, such unproductive land will be used effectively in reducing surface parking and traffic congestion.
