Subject: Parking Structure 2 Seismic Retrofit
Recommended Action
Staff recommends that the City Council:
1. authorize the City Manager to negotiate and execute a fourth modification to
Contract No. 8732 (CCS) with KPFF Consulting Engineers for design and bid
preparation documents for the structural upgrade of Parking Structure Number 2.
This modification is not to exceed $50,152, for a revised contract total of
$701,652; and
2. authorize the City Manager to execute a modification in an amount not to exceed
$50,152 to the existing Cooperation Agreement (No. 8734) between the City and
the Redevelopment Agency for payment of the costs associated with the seismic
retrofit of Parking Structure .Number 2.
Staff recommends that the Redevelopment Agency authorize the Executive Director to
execute a modification in an amount not to exceed $50,152 to the existing Cooperation
Agreement No. 8734 between the City and the Redevelopment Agency for payment of
the costs associated with the seismic retrofif of Parking Structure Number 2.
Executive Summary
KPFF. Consulting Engineers (KPFF) is currently providing design services for the
structural upgrades to Parking Structure #2 under Contract No. 8732 (CCS). Additional
scope of services is required to revise the design due to unforeseen conditions related
to the existing building materials and to include the design of code required storm water
runoff treatment. The revisions to the design will lower the construction cost because
the existing structure is stronger then expected. The design of the retrofit is at 20%
completion. The Bicycle- Station has completed schematic design which will be
presented to Council at a future meeting. Funds for this modification are available within
the capital improvement account.

Background
Parking Structure Number 2 suffered .damage as a result of the 1994 Northridge
Earthquake. In 1999, a seismic evaluation was prepared that identified a number of
structural deficiencies within the structure. It also recommended measures to improve
its structural performance to comply with the Americans with Disabilities Act and
Guidelines. In addition to structural and accessibility upgrades, the scope of work
includes ahalyzing access requirements needed to accommodate a ground floor 300-
Bicycle Station facility that will face 2"d Street.
Following a competitive process, KPFF was awarded the design contract for this project
on June 26, 2007. Design of the seismic retrofit is 20% complete and will be complete
in July 2009, with construction starting in February 2010 and completion scheduled for
December 2010. Schematic design of the Bicycle Station Facility is complete. Staff will
.present a conceptual design to Council in Spring 2009.
Discussion
The design of the structural upgrades is affected by the quality of the existing building
material. The City tested the existing building material and found that the material was
stronger then originally specified. These results provide the opportunity to reduce the
required upgrades and the cost of construction. The results of the testing procedures
musf be incorporated into the design calculations for review by Building and Safety,
requiring additional services from the consultant. Revisions to the design, based on
these changes, could provide construction cost savings of between $150,000 and
$200,000.
Financial Impacts & BudgetActions
Funds in the amount of $50,152 are available in account 0170621.589000 for the
parking structure design and bid documents.
